A. Shakoor, Contracting Officer, (202) 208-5106. The U.S. Department of
the Interior is soliciting written quotations for the purchase,
installation, etc. of a digital teleconference bridge to support
nationwide dynamic multi-party teleconferencing. The teleconference
bridge must be capable of the following: must be a high quality digital
full duplex switching system fully wired to support 128 ports and
equipped to support an initial 56 ports; must be installed with
administration, scheduling, and maintenance software with one each.
Maintenance, administration, and attendant terminals; must be fully
automated and capable of dynamically allocating all ports within the
switching matrix without ``bridge linking'' leaving all unassigned
ports capable of assignment and use at all times; must support T-1
digital trunks and analog loop start/ground start trunks; must be
standard 19'' rack mountable; must be installed with two 2400 baud
modems for remote maintenance access by manufacturer and customer; must
be capable of interfacing with any digital PBX platform; must provide
custom tailored attendant training with 3-week follow-up training; must
provide full service 2-year warranty at no additional charge; system
hardware and software must be produced by a single manufacturer; the
offeror must provide a written corporate statement guaranteeing
original equipment manufacturer (OEM) parts or replacement parts for a
10-year period and to begin upon completion of installation and
operational certification of all system hardware and software;
installation and repair of the bridge must be performed by the
equipment certified installation and maintenance technicians; the
offeror must have local warehousing for parts, installation, and
repair; equipment must be shipped F.O.B. Destination with delivery
within 60 days after purchase order award. The contractor must cite
cost breakdown of items and service along with a technical proposal
regarding system configuration demonstrating operation of system and
must provide prompt payment discount terms in the price quotation. A
technical and price proposal must be submitted. Award shall be made to
the contractor that offers the best overall value to the Government
based on the following evaluation criteria which is listed in the order
of importance: (1) Degree of technical comprehensiveness in addressing
all aspects of the system configuration, installation and maintenance;
(2) Demonstrate at least 2-years proven system reliability and provide
2 separate customer references including contact names, installation
dates and telephone numbers; (3) Qualifications and experience (2
years) in the organization, engineering and installation of digital
teleconferencing systems; (4) Qualifications (2 years) of key personnel
to be involved with this installation after award and ongoing
maintenance of the system; (5) Price. This acquisition is reserved for
small business, unless the contracting officer does not receive
quotations from two or more responsive small businesses that are
competitive with regard to this announcement. Contractors must state in
the quotation whether they are a small or large business concern. All
quotations from small businesses will be considered. All responsible
sources may submit a written quotation consisting of a technical and
price proposal to meet the entire requirement and it must be received
in this office no later than September 23, 1996. Anticipated award date
is September 25, 1996. Telephone quotations will not be accepted.
