Pilz, Code 201.3P at (202)433-3936 The Fleet and Industrial Supply Center Norfolk, Detachment Washington is seeking sources interested in proposing on a Naval Supply Systems Command Automated Teller Machines(ATMs)-at-Sea program. The ATMs)at)Sea system is a self-contained pay distribution system containing ATMs, support hardware and software which provide Navy shipboard personnel witha secure means of ready access to their personal funds as well as providing safeguards and audit trails for the disbursing office personnel. The current ATMs-at Sea II system includes a server, laser printer, control terminal, system monitor, magnetic stripe reader, and receipt printer,located in the Disbursing Office. ATMs are installed in various locations on selected ATMS II-equipped ships. Installed quantities range from one to eight ATMS machines. The program is currently incorporating card swipe readers (debit terminals) linked to the main system. These debit terminals are located in places where goods are purchased including the ship's store, post office, morale/welfare/recreation (MWR) office and the officer's wardroom. This program shall also incorporate Commercial Banking Afloat (CBA) capabilities which will provide afloat all banks. The CBA portion (along with the use of electronic card readers) are steps toward a cash-less ship. The CBA will enable shipboard personnel to have the ability to use their local shipboard debit card to withdraw funds from the ship's ATM account or use the debit card issued by their commercial financial institution to access funds from their commercial accounts ashore. CBA requires access to a high speed shipboard communications system anda financial network. The program is also considering use of ATMs to dispense postage stamps and money orders. In addition to the system hardware and software, and documentation, the contract will provide for training and maintenance for both hardware and software. The ATM system will provide 24 hour a day, 7 day a week operations with only one hour down time scheduled for daily balancing and cash replenishment. World-wide maintenance is currently provided via hotline and offices located within the United States and overseas. All interested parties should submit commercial literature detailing their current production model(s) of the ATM machines, peripherals and special features as well as indicate their ability to meet world-wide maintenance of the ATM systems.
