B -- CONSUMER MARKETS REPORT FOR PESTICIDES AND FERTILIZERS AND SPECIALTY BIOCIDES REPORT SOL DC-96-02932 DUE 092396 POC Contact Point, Kathryn Barton, (202) 260-2354 This is to announce the intention of the Environmental Protection Agency (EPA) to award, on the basis of other than full and open competition, a small purchase order to Kline and Company, Inc., of Fairfield, New Jersey. The purpose of this purchase order is to obtain reports necessary for conducting benefit analyses, providing use and usage profiles in support of registration and reregistration programs and performing market analyses and regulatory impact analyses. The ''Consumer Markets'' report shall consist of an analytical report on the consumer markets of pesticides, fertilizers and related products for 1993 and 1995. The report shall be divided into two (2) volumes, a business analysis and a consumer/retailer profile. Volume 1 of the report shall be divided into three (3) parts: the industry, the products and the companies. Key data such as market size, brand shares, advertising expenditures, five-year forecasts for each product category, and profiles of both major and minor suppliers shall be provided. Volume 2 of the report shall analyze buying and selling practices in the industry for 18 product categories. Consumer information shall include usage patterns, opinions, reasons for purchasing certain brands and product awareness. Retailer information shall include brands carried, requests for advice, and seasonality of sales. The ''Biocide Markets'' report shall consist of an analytical report on speciality biocides for 1995. The report shall examine the leading end uses for specialty biocides, focusing on changes in these applications that directly impact the use of such products. The report shall include the following data: consumption by application, major customers, purchasing practices, technical service requirements, industry drivers and an outlook and forecast on 17 major end use applications. EPA believes that Kline and Company, Inc. is uniquely qualified to provide these highly specialized analytical reports containing an analysis of pesticide use and usage practices in the consumer and biocide markets. However, EPA will accept quotes from other vendors who can demonstrate their ability to provide the reports required, as specified above.
