Services will consist of, but are not limited to, performing field surveys, investigations, and data collection. All surveys shall be produced in Autocad R12 Dwg format and utilize the Keesler AFB Standard Layer Structure. Prospective survey firms will be evaluated in accordance with the following criteria which are listed in order of importance. Selected surveyor will meet these qualifications: (1) professional qualifications and experience necessary for satisfactory performance of the required survey services; (2) specialized experience and technical competence in general land surveying, construction surveying, and engineering surveying; (3) location of the firm within the geographical area of the base and knowledge of the locality of the base; (4) capacity of the firm to accomplish the work in the required time; (5) past performance on all projects in terms of cost control, quality of work, and compliance with performance schedules; (6) volume of work previously awarded to firms by DOD with the objective of effecting equitable distribution of professional engineering type contracts among qualified firms, including small disadvantaged firms and firms that have not had prior DOD contracts during the previous 12 months; (7) demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Firms responding to this announcement must submit a current SF 254 and SF 255. Firms must also submit a SF 254 for each and all consultants scheduled for participation. Firms failing to submit any of the aforementioned data will not be given further consideration. The duration of the contract will be for one (1) year from the date of initial contract award. The proposed contract includes two (2) each one (1) year Government options for the same basic professional skills, contract terms and conditions. A minimum of $5,000 in delivery order fees will be guaranteed for the term of the total contract. No single delivery order will exceed a fee of $299,000 except the initial delivery order for the initial period to start the contract. A maximum of $750,000 in delivery order fees is possible during a 12 month period (initial basic period or an option period), but not to exceed $1,500,000 total in the three (3) year period. Type of Contract: Firm Fixed Price. One copy of all of the SF 254s and SF 255s are to be received in this office no later than the 30th calendar day after the date of apprearance of the announcement in the Commerce Business Daily. Late responses will be handled in accordance with FAR 52.215-10. Facsimile responses will not be accepted.
