This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: a written solicitation will not be issued. Refer to solicitation as RFP N00140-96-R-3459. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. Cellular Telephone Service is required for the Base Communication Office located at 76 Simonpietri Drive, Newport, RI 02841-1715. Currently 200 Cellular phones are serviced through Bell Atlantic Nynex Mobile. This solicitation is for service for the existing 200 phones plus an estimated additional 200 phones which will be purchased under separate contracts during the base year (01 Oct 96 through 30 Sep 97 - total estimate of 400 phones). An estimated additional 100 phones will require service during Option Year I (01 Oct 97 through 30 Sep 98 - total estimate of 500 phones) and an estimated additional 100 phones will require service during Option Year II (01 Oct 98 through 30 Sep 99 - total estimate of 600 phones). An Indefinite Delivery, Indefinite Quantity type contract is contemplated. Delivery Orders will be issued under the resultant contract as services are required. NOTE: Offeror's attention is specifically drawn to Paragraph (b)(11) of this clause. A statement complying with this paragraph must be included in the offer. 52.212-2 Evaluation-Commercial Items: The Government intends to make an award to the eligible, responsible offeror whose total offer on all items is the lowest priced and conforms to the solicitation.
