The information provided shall be updated on a monthly basis (via ASCII format on 8mm DAT media) and contain the full text of state laws and regulations for all fifty (50) states. The scope of coverage shall include, but not be limited to, air, water, waste, storage tanks, pollution prevention, noise emissions, administration, environmental impact statements, hazardous chemicals/materials handling, oil and gas, environmental taxes, environmental labs, occupational health and safety, transportation, and pesticides. Period of service will be for the period 1 November 1996 through 31 October 1997. Rights shall be granted to the secure customer base of U.S. Department of Defense (DOD) users from the Defense Environmental Network & Information Exchange (DENIX) system for the information to be searched and viewed on line from the DENIX bulletin board and World Wide Web site, and downloaded to a user's remote workstation or personal computer. This request for services is 100% set-aside for Small Business under Simplified Acquisition Procedures and will result in a firm fixed-price purchase order. The proposed procurement will be on a sole- source basis IAW FAR 6.302-1. The Contracts Office intends to negotiate with IHS Environmental Information Inc based on an independent survey which determined that only this company has the resources to successfully meet all the above requirements.
