FISC Norfolk DET Philadelphia intends to procure World-Wide Web (WWW) and Virtual Reality programming services at the Naval Inventory Control Point (NAVICP), Philadelphia, PA. The required services include design and development of WWW home pages and Virtual Reality applications and associated products. The Contractor shall provide analysis of opportunities and recommendations for the use of WWW pages, the Internet and Virtual Reality to improve existing NAVICP business processes. One full-time contractor employee is required for the period 1 October 1996 through 30 September 1997. The Government intends to solicit and negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1 with Advanced Communication Systems (ACS) Inc. of Fairfax, VA. ACS, as the current contractor, has knowledge of and experience with NAVICP's operating environment which can not be readily attained or duplicated. ACS is the only firm that can complete the WWW and Virtual Reality developmental effort already commenced. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required services as well as financial and technical information. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calendar days after publication of this notice, a request for quotation will be issued to ACS. FISC Norfolk Det Philadelphia contemplates the award of a firm fixed price contract. Note, no contract award will be made on the basis of information received to this notice.
