D - The U.S. Department of Education is seeking to make a sole source 15 month extension of the EDPMS Service Bureau system operations and maintenance support contract with National Computer Systems (NCS). This extension is necessary in order to provide critical, required support for the EDPMS until the Grant Adminstration and Payment System (GAPS) portion of EDCAPS to replace EDPMS during fiscal year 1997. The primary reasons for this subsequent action are to avoid a break in continuity of critical ED payment services, and to provide a sufficient transition period between this contract and its replacement.
