Sources who currenlty hold, or are qualified for and willing to enter into an Agreement for Boat Repair/Master Ship Repair Agreement DFAR (217.71) prior to award, may submit a bid which shall be considered by this agency. Firms which do not possess an Agreement for Boat Repair/Master Ship Repair. Agreement are ineligible for award unless adequate time exists to permit the Navy to perform an assessment for their MSR application to execute the ABR/MSRA without impacting the vessel's availability dates.
