TCTO KIT INSTALLATION SERVICES FOR PRODUCTION LOT II/III SOURCES

Contracting Officer (513) 255-6606. USAF Aeronautical System Center is
seeking sources for accelerated TCTO Kit Installation Services for the
KC-135R Multipoint System. The TCTO Kit services consists of
installation of both Group A and Group B effort on up to 10 USAF
KC-135R aircraft following PDM cycle. Group A consists of controls,
displays, lighting, wiring, mounting hardware, fuel system plumbing,
hydraulic plumbing, ducting, inboard wing reinforcement and structural
modifications required for installation of Group B. Group B consists
of refueling Pods and Pylons. The Group A and B kits will be furnished
as Government Furnished Property (GFP) supplied by Boeing Military,
Wichita, KS. The Group B air refueling pods are a Non-Development Item,
Mk 32B Refueling Pod, manufactured by Flight Refueling Limited (FRL).
The Phase I Trial Kit installation will be performed by the EMD
Contractor. Low rate production TCTO kit installations will be between
5-10 depending on program funding. Government verification TCTO data
will not be available since these production kits are accelerated in
advance of kit-proofing to meet mission needs. OC-ALC/CC may approve
production concurrency foregoing depot installation on initial KC-135R
aircraft basec upon an out-sourcing determination. Sources will be
required to acquire access to necessary technical and engineering data
through other private sources or conduct necessary reverse design
engineering.. Sources must possess resources and facilities capable of
performing modification work on USAF heavy aircraft (300K lbs.), and
have experience in particular on the KC-135R Strato Tanker. Interested
respondents are asked to submit statement of capabilities and
responses within 30 days to Melvin Boykins, Contract Negotiator,
ASC/LCA, 2275 D St, Bldg 16, Ste 16, WPAFB OH 45433-7218. Direct all
request for solicitation and routine communication concerning this
acquistion to the aforementioned. Follow-on TCTO kit installation of
approximately twenty five (25) aircraft using full and open competition
will be synopsized at a later date with verified TCTO data package,
subject to any ALC depot installation decision. An Ombudsman has been
established for this acquisition. The only purpose of the ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his concerns during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential sources are invited to
