Civilian Employee Assistance Program Statement of Work SCOPE: The Civilian Employee Assistance Program (CEAP) will cover approximately 1,700 civilian employees of Naval Air Station, Lemoore, CA and Fallon, NV and their dependents or significant others. Duration of orders: The contractor will provide counseling, evaluation, record keeping, employee/management training, reports and promotional material for 1 Oct 1996 to 30 Sep 1997. Performance requirements and services to be rendered: Contractor will provide staffing to allow for case acceptance with immediate emergency response, 24 hours day, 7 days a week access. Services to be rendered should include: Professional assessment and referral to existing community resources, alcohol and chemical dependency recover services, Drug Free Work Place Program monitoring and reporting, Individual psychological counseling, Marriage and Family counseling, Specialized children's services, Psychiatric consultation, Psychological assessment, Stress reduction services, Financial counseling, Career counseling, Parenting skill training, Step parenting and single parenting services, Conflict resolution counseling, Grief and loss counseling. All staff to provide counseling and referral to employees must meet standards for a licensed specialized health care plan under the Knox-Keene Act of California. All staff providing counseling in alcohol and chemical dependency must be certified in this specialty area. Work statement available. Tentative issue date of Contract is 15 Sep 96.
