Services/Examination Coordinator - The contractor shall provide
education services advisement and testing services required by Army
Regulations and Headquarters State Area Command, New Jersey Army
National Guard during the period of 1 October 1996 through 30 September
1997. The contractor shall provide the following services or perform
the following tasks in accordance with established procedures for the
Education Center located at Sea Girt, New Jersey: (1) Advise
individuals on the development of long range educational, occupational
and/or vocational goals, (2) Collect, analyze, interpret, and
disseminate data on educational programs and education requirements,
(3) Maintain files and libraries, (4) Promote interest, acceptance and
participation in educational services and activities. The contractor
shall possess a Master's Degree in Education and be certified as a
Defense Activity for Non-Traditional Education Support Test Control
Officer. The contractor must have the following specialized experience:
(1) At least five years advising military members and their spouses and
DOD civilians in civilian education, (2) At least five years experience
with a wide exposure to educational materials at the secondary level
and/or alternative adult education resources, (3) knowledge of Army
Regulations pertaining to civilian education and incentive programs,
(4) Ability to relate program content to the educational and vocational
needs and goals of the individual and the organization, (5) Ability to
establish and maintain close working relationship with a variety of
resources, (6) Knowledge of principles, methods, and techniques of
guidance, (7) Knowledge for contents and scope of educational material
utilized in the education services program, (8) Ability to communicate
ideas and thoughts orally and in writing. The contractor must possess
the following general Experience: (1) Ability to use personal computers
utilizing Microsoft Office and Excel, (2) Ability to accomplish work in
required time, (3) Ability to train new office personnel, (4) Ability
to maintain a system of records for documentation of specific services
performed and will require adherence to the Privacy Act of 1974. Other
considerations: No training will be provided. Some travel and off site
work required. Some flex time required. The contractor reports to and
will be supervised by the Education Services Officer. The ESO will
monitor performance. This procurement is subject to the availability of
funds. This procurement will be issued as RFP DAHA28-96-R-0016 upon
issuance in the Commerce Business Daily (CBD). All interested parties
