Y -- REHABILITATE ELECTRICAL DISTRIBUTION SYSTEM SOL 9-WSRE-W02-6-80B DUE 091796 POC Contract Specialist: Vernon Brown, (505) 524-5134 Contract Officer: lindsey Irby, (505) 524-5139 NASA/JSC plans to issue a Request for Offer (RFO) for the rehabilitation of electrical system components and equipment including the replacement of motor control centers and modification of associated equipment and other appurtenances. The project will consist of all management services and construction work required to replace/relocate eight motor control centers (480 Volts AC) and modify all related enclosures, panels, meters, interconnecting raceways, wiring systems, and necessary building structures including heating, ventilation, and air conditioning (HVAC) equipment. All construction will occur at WSTF and shall be coordinated and scheduled to avoid impacting the normal work activity at WSTF. Some demolition and installation work will require around the clock 24 hour operation. Project specifications and drawings are available for review or purchase from distributors listed in the solicitiation. The magnitude of construction is between $500,000 and $1,000,000. See Numbered Note 26. This procurement is being conducted under the NASA/JSC MidRange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993. This procurement is a total small business set-aside. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed to hear concerns from offers and potential offerors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the ajudication of formal contract disputes.
