action originally publicized in the CBD on or about 17 APR 96 is
hereby modified as follows: The detailed discussion that begins with
the sentence, ''...Demonstrate your understanding of the FLSS
configuration required to replace the current FLSS.'', and ends with
the sentence, ''...Provide a synopsis of your company's past technical
experience on similar sized projects, which would especially qualify
your company for meeting all of the requirements of this proposal.'' is
deleted. This information is not typically provided in the synopsis and
was erroneously included. Detailed information with respect to the
preparation of proposals and areas to be addressed by the offerors will
be identified in the solicitation and may be different than those
previously published. The objective of this solicitation is to select
a contractor whose proposal best demonstrates the understanding and
capabilities required to successfully provide, in terms of quantity,
quality and delivery, the construction services described in the
soliciation, while offering the contract most advantageous proposal to
the Government, price and other factors being considered. Evaluation
factors for award are as follows: (1) Price; (2) Technical; (2)(a)
Technical Approach; (2)(a)(i) Proposed System; (2)(a)(i)(1) Function;
(2)(a)(i)(2) User Friendliness; (2)(a)(i)(3) Maintainability;
(2)(a)(ii) Installation Scheduling; (2)(b) Experience; (2)(c) Staffing;
(2)(c)(i) Key Personnel; (2)(c)(ii) Subcontractors; (3) Past
Performance; and (4) Small Business/Small Disadvantaged Business (SDB)
Subcontracting Plan. Price and technical factors are considered of
equal importance, but of more importance than Past Performance, which
is considered of more importance than the Small Business/SDB Plan.
Technical factors are broken down into three categories with some
factors further broken down into subfactors. The factors are listed in
descending order of relative importance. Where there are subfactors,
they also are listed in descending order of relative importance with
the factor. There will be one Site Visit, followed by a Pre-Proposal
Conference approximately fifteen days after issuance of the
solicitation. Soliciations will be availble on or about 13 SEP 96. All
other information published in the original synopsis remains
