First Article Test is required. MIL-Q-9858 inspection criteria required. This solicitation is issued to satisfy dual purpose: A: to procure MJU-10/B infrared flares. B. To conduct a market survey of the U.S. an Canadian marketplace to determine sources available who are interested in satisfying the Government's needs and requirements for infrared flares and to evaluate their existing capabilities and capacities to produce similar infrar flares. (2) Sources submitting proposals on the MJU-10/B are encouraged to participate in the infrared flare market survey, but are not required to do so conversely, sources participating in the infrared flare market survey are not required to submit a proposal on the mju-10/B. The Procuring Contracting Officer is responsible for the contract and Industrial Readiness Analysts will perform the Market Survey. (4) The market survey may begin before contract award and may not be completed for several months after contract award. Proposals submitted for contract will not be provided to the Industrial Readiness Analysts performing the Market Survey. (5) The market survey will be performed to identify firms which possess the highly specialized skills, equipment and facilities required to manufacture infrared flares: (a) Personnel must be trained, skilled and experienced in handling highly sensitive, hazardous pyrotechnic formulation which produce extreme heat when ignited. (b) Specialized equipment needed to produce infrared flares and explosive mixers, consolidation presses, drying ovens, x-ray and radiation detectors, temperature and humidity chambers, vibration systems and specially designed test tunnels. (c) Facilities must meet Department of Defense explosive safety requirements and state and local safety requirements. (d) Appropriate security classification are required before the technical data package can be released to offeror(s). (6) The results of the Market Survey will be used to determine procurement strategy for subsequent infrared flares procurements and future infrared flares industrial base planning. (0249)
