36 -- SPECIAL INDUSTRY MACHINERY SOL DTCG38-96-Q-L00092 DUE 092496 POC Contact Linda Stulick, Purchasing Agent, (919) 335-6640 This is a combined synopsis/request for quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotation; proposals are being requested and a written request for quotation/solicitation will not be issued. The request for quotation incorporates provision and clauses in effect through Federal Acquisition Circular 90-39. This is an unrestricted requirement for the procurement of the following: Clin 1: Universal Testing Machine should be the Tinius Olsen Model H50K-S or equivalent. The machine should have a 50kN (11250 lbf) capacity for tension and compression tests. The machine should be a benchtop device with dimensions not to exceed 65''H x 30''W x 20''D. The machine should not exceed 400lb in weight. The machine needs to have a data port transmitting load cell data to a PC computer. The machine needs a digital display able to convert units of measurement. Grips for tension testing need to be able towithstand 12,000lb, and accommodate diameters up to 7/8''. Tooling for flexure tests and compression tests are to be included. An extensometer for measuring strain of samples shall be included. UTM for Windows software package or ?equivalent shall be included for gathering stress/strain data from the machine to perform various materials calculations and statistical analysis (Windows95 compatible). A Universal Impact Tester with 300 ft-lb capacity is used in accordance with ASTM E23 for determining fracture toughness and impact strength of materials. The unit should be the Tinius Olsen Model 84 or equivalent and have a motorized return for the pendulum. The unit should have a low-blow feature or equivalent to allow smaller impact energies of 0.17 ft-lb to 300 ft-lb for testing. Tooling for the machine should have the Tinius Olsen Model 892 digital impact display or equivalent for recording the energy absorbed by the specimen to within 0.1 ft-lb. The total space required for operation including pendulum swingshould not exceed 85''W x 35''D x 72''H. Your offer must include sufficient equipment specifications for the Government to be able to determine if our needs are met. Items are to be delivered to USCG Aircraft Repair & Supply Center, Receiving Section, Bldg. 63, Elizabeth City, NC 27909-5001. Final Acceptance shall be at destination.
