69 -- PURCHASE HANDICAPPED DRIVER SIMULATOR SOL 578-46-96 DUE 092596 POC Ronald E. Jenkins, Contracting Officer (90C4) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 578-46-96 is issued as a Request For Proposal (RFP). This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-39. Hines Veterans Administration Hospital (VAH), Hines Illinois 60141, intends to purchase a driver simulator that is specifically constructed and designed for use by handicapped individuals. Hines VAH serves a diverse population of handicapped veterans with physical and mental impairments that requires the specific utilization of a driver simulator that provides a variety of handicap controls and programs. These impairments range from spinal cord paraplegics to individuals with moderate to severe hearing impairment. Any simulator must provide the necessary controls and programs to provide an accurate assessment of these handicapped individuals driving skills. Simulator must specifically provide controls that allow for ease of use by handicapped individuals, with placement such that controls do not present restricted access to handicapped individuals, including all necessary controls for amputee handicapped veterans (with possible multiple limb amputation). Simulator must utilize controls that allow for rapid input and retrieval of data by instructor and handicapped individual being assessed. Simulator must be wheelchair accessible to accommodate handicapped individuals utilizing a variety of wheelchair types. All auxiliary controls such as ignition switch, turn signals, headlight switch, etc. must have placement that as closely as possible duplicates actual, modern vehicle, placement. Simulator must be constructed with a extremely secure, stable, base that provides for the safety of handicapped individuals in wheelchairs during transfer into and out of simulator and during regular and hard/emergency braking procedure. Simulator must utilize programs that are specifically designed to test and provide evaluation of the driving skills of handicapped individuals; that provides specific instructions to handicapped individuals, including individuals with physical impairments, cognitive impairments and hearing impairments. Programs must be able to analyze the perceptual, cognitive and reaction skills of handicapped individuals. Simulator programs must provide for all required visual checks, including blind spot observations, and must induce the handicapped individual being assessed to perform proper physical head rotations, in proper simulation sequence, during checks. Programs must provide for daylight and nighttime driving assessment with the availability of programs for automobile, van and truck driving assessment. Simulator must come with all required, adequate, training for Hines VAH personnel, provide immediate accessible emergency service/repair of simulator and provide favorable warranty of equipment. Delivery is to be F.O.B. destination within 60 days of contract award to Hines VAH Supply Warehouse, Bldg. 220, Hines, Illinois 60141. The provision at 52.212-1, Instructions to Offerors--Commercial Items, applies to this acquisition with no addenda. In accordance with the provision at 52.212-2, Evaluation--Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be the most advantageous to the Government, price and other factors considered. The following factors, in a descending order of importance, will be used to evaluate offers of equivalent instrumentation: (1) Conformation to the specifications requirements for a simulator designed specifically for access and use by handicapped individuals, with controls designed and placed for handicapped individual accessibility (2) Conformation to Specifications requirements for wheelchair accessibility and base stability for wheelchair use (3) Conformation to specifications requirements for simulator programs, especially utilization of programs specifically designed for use by handicapped individuals (4) Accessibility of emergency service/repair of simulator (5) Price (6) Warranty. Offerors are to include a completed copy of the provisions at 52.212-3, Offerors representations and Certifications--Commercial Items, with offer. The clause at 52.212-4, Contract Terms and conditions--Commercial Items, applies to this acquisition with the clauses at 52.219-6, Notice of Total Small Business Set-Aside and 52.232-28, Electronic Funds Transfer Payment Method, as addenda.
