This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number N00421-96-Q-1180 is hereby issued as a Request for Quotation (RFQ). The solicitation document and the applicable clauses and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 90-37 and Defense Acquisition Circular 91-10. This action is set-aside for small business. The Standard Industrial Code is 3571 with a small business size standard of 1,000 employees. An offeror which proposes to furnish a product which it did not itself manufacture, is deemed to be a small business when it has no more than 500 employees and proposes to furnish the product of a small business manufacturer or producer, which end product is manufactured or produced in the United States. This will be a Firm-Fixed Price contract. This will include two contract line item numbers (CLIN). CLIN 0001 is for a quantity of three (3) each PC/104 computer with 1 gigabyte hard drive, Design Analysis part number PC3104RG-100M. CLIN 0002 is for two (2) each data bus card, MIL-STD 1553 compatible, Design Analysis part number HV05. The government intends to solicit and negotiate the proposed contract on a SOLE SOURCE BASIS with Design Analysis Associates Incorporated, 75 West 100 South, Logan, UT 84321, under the authority of FAR 6.302-1. The Design Analysis computer is currently in use and has proven to meet the requirements of the program application. Flight clearance approval has been granted for the use of this model. Successful compatibility modification of the aircraft wiring designs and mounting brackets has been completed. In addition, the Design Analysis computer has met all necessary ruggidization requirements. This notice of intent is not a request for competitive quotations. Both CLINS shall be delivered within 10 days after contract award. Earlier delivery is acceptable and desirable at no additional cost to the Government. Deliveries shall be made FOB Destination to Receiving Officer, MS-31, Supply Department, Naval Air Station, Building 665, Patuxent River, MD 20670-5665. Shipments shall be marked for Pat Gribble, Bldg. 2113 or Bruce Jerry, Bldg. 111. Inspection and Acceptance shall be at destination.
