Service, Missoula Technology & Development Center, Missoula, Montana,
intends to acquire services for prototype development and testing of
incorporating the Irvin Aerospace Deployment Assistance Device (DAD),
or equivalent, in the Forest Service FS-12R smokejumper reserve
parachute. The Irvin Aerospace DAD consists of an improved pilot chute,
strong launching spring, a long bridle cord, and launching flaps.
Vendor will design and fabricate 2 prototypes and conduct preliminary
airdrop tests by 11/15/96. At the option of the Forest Service, vendor
will fabricate 8 prototypes and conduct airdrop testing to verify
reliability and airworthiness by 06/30/97. At the option of the Forest
Service, vendor will conduct final airdrop testing by 08/01/97. The
Forest Service will provide FS-12R parachutes, container drawings,
rigging instructions, and H-5 smokejumper parachute harnesses. Vendor
will deliver test results, video footage of test results, 10 prototype
systems, and technical drawings by 09/15/97. Technical drawings will
include a hard copy and an Autocad Version 13 disc copy. The Forest
Service will retain data rights for use of the design by the Forest
Service. This acquisition is not a small business set-aside. Quotes are
due September 19, 1996, Close of Business. All responsible sources may
submit a quote which will be considered. The Forest Service intends to
