H -- EVALUATION OF EN\VIRONMENTALLY FRIENDLY ANTIFOULING COATINS IN ACCORDANCE WITH ASTM D3623, D4939-89 AND D5618. SOL N0016796Q4002 DUE 092596 POC Contract Specialist: Fran Cooley 301-227-5669; Contracting Officer: Joyce Bell 301-227-1113. The Carderock Division Naval Surface Warfare Center intends to negotiate a sole source procurement with Miami Marine Research and Testing Station (MMRTS) for continuation of easy release surfaces and several reference for barnacle adhesion, fouling,and physical performance. The data collected during these evaluations is then analyzed to investigate relationships between coating's properties and fouling adhesive. Static and static/dynamic immersion of the panels will be conducted at a semi-tropical site in accordance with ASTM D3623, ASTM D4939-89 and ASTM D5618. Approximately 154 static/dynamic panels and 65 waterline panels are already in test at MMRTS and this procurement if for and additional six month evaluation of the surfaces per the above ASTM methods. Because the fouling community in Biscayne Bay Florida is unique in its diversity, composition, and dynamics, transfer of these panels outside the immediate Biscayne Bay test site area of MMRTS in southern Florida would completely change the fouling population to which the surfaces are exposed. Such a change would make it impossible to compare prior results from MMRST (in some cases, up to three years of continuous data already recorded) to results obtained from an alternate exposure site. For this reason, NSWC requires that the continued evaluation of the panels (currently in progress) be carried out by MMRTS. Only one responsible source will satisfy our agency's requirement for this service under the authority of FAR 6.302.1. Anticipated award is on or about 25 Sept 1996. See Numbered Note(s): 22. (0249)
