combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; bids are being requested and a
written solicitation will not be issued. This solicitation is hereby
issued as a Request for Quotation (RFQ) 1C0-0208. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Regulation Circular 90-39 (last circular at
announcement publication). This procurement is being advertised as full
and open competition, under standard industrial classification code
3559, with a small business size standard of 500 employees. A)
Schedule: The Bureau of Prisons (BOP) has a requirement for
repair/overhaul of (2) Cooling Towers, BAC Model #VLT 360 SS, Serial #s
70-4930 and 70-4931 (LINE ITEM ONE), demo four (4) fan shafts, (12)
blower wheels, (8) bearings, (8) o-rings door gaskets, (2) sets of
eliminators and (2) sets of interior fill. Replace four (4) motors,
U.S. electric with G.E. motors to match existing (horsepower 25, rpm
1770, ph 3, type R, frame 284T, amps 70.22, volts 208, BRG/AFBMA
50BC03, Opp. End 50BC02) (LINE ITEM TWO), scrape clean all joints to
remove old caulking and butyl tape sealer and then reseal with new
hardware. (LINE ITEM THREE) all internal sheet metal seams apply a
continuous, seamless, positively bonded, elastomeric waterproof
membrane. (LINE ITEM FOUR) furnish and install (4) stainless steel
shafts, (12) stainless steel blower wheels, (8) access doors o-rings,
(4) belts, (2) sets stainless steel eliminators, (2) sets of high
efficiency PVC interior fill (LINE ITEM FIVE) install new large orifice
PVC spray distribution system with two (2) new blow down valve and four
(4) inch inspection port. (LINE ITEM SIX) install new modular PVC wet
deck to equal depth as existing (LINE ITEM SEVEN) install new rigid PVC
drift eliminators (LINE ITEM EIGHT) clean and set two water level
controllers and check operation (LINE ITEM NINE) supply one dumpster
for the removal of old materials and debris. B) Statement of Work:
Purpose - I) To repair/overhaul BAC Models VLT 360 SS Cooling Towers,
Serial #70-4930 and 70-4931, II) Time Schedule - Services will be
performed within 60 days during normal business hours 6:00am till
4:30pm and performance will begin within 5 working days after receipt
of award unless otherwise authorized. When providing services to the
Bureau of Prisons, the contractor must enter the secure perimeter of
the HOLC Building and adhere to inspection by the Security Officer. In
accordance with BOP Program Statement 3000.2 the following
Investigative Security Requirement is required on all contract
employees prior to commencement of work. Individuals who are determined
NOT suitable by BOP requirements will be unable to work within the
secure perimeters of this facility. Investigative Requirements: NCIC
check, Name check, FP-258 Fingerprint check, application for Federal
employment (SF-171), Completion of the Contractor Pre-employment Form,
and Release of Information Form. III) Supplies and Scope of Work - All
material and labor to be furnished by the contractor. This includes all
material and labor associated with the performance of items listed in
A ''Schedule'' of this solicitation. The contractor is encouraged to
inspect the equipment and submit any questions or concerns to the
Contracting Officer NLT COB 9/16/96. IV) Performance - The contractor's
performance under this contract will be monitored by the Contracting
Officer's Technical Representative (COTR): (a) Earl Cash, Assistant
Building Management Coordinator, BOP, Room 126, Central Office,
(202)307-1295, is hereby designated to act as COTR under this contract;
(b) The COTR is responsible for: receiving all deliverables; inspecting
and accepting the supplies and or services provided hereunder in
accordance with the terms and conditions of this contract; providing
direction to the contractor which clarifies the contract effort, fills
in details or otherwise serves to accomplish the contractual Scope of
Work; evaluating performance; and certifying all invoices/vouchers for
acceptance of the supplies or services furnished for payment prior to
forwarding the original invoice to the payment office and a confirmed
copy to the contracting officer; (c) the COTR does not have the
authority to alter the contractor's obligations under the contract,
direct changes that fall within the purview of the General Provisions
clauses entitled ''Changes'', and/or modify any of the expressed terms,
conditions, specifications, or cost of the agreement. If as a result of
technical discussions changes are required, the Contracting Officer
shall issue such changes in writing as a signed modification to the
contract. Services are to be accomplished at the Bureau of Prisons, 320
First Street, N.W., Washington, DC. c) Clauses: FAR clause 52.212-1
''Instructions to Offerors - Commerical, is hereby included by
reference. (1) At paragraph (c), Period of Acceptance of Offers,'' the
amount of time bidder must hold its prices in its bid firm is 60
calendar days from the date specified for receipt of offers. (d)
''Multiple Awards,'' has been determined by the Contracting Officer to
be non-applicable to this solicitation and is hereby removed in its
entirity for the purpose of this requirement. (3) Evaluation factors
for Award: Bidders are advised that bids shall be evaluated without
discussions. Award will be made to the resonsible bidder whose bid is
responsive to the items of the RFQ and is most advantageous to the
Government, considering only price and price related factors, if any as
specified in the solicitation. The contractor agrees to comply with the
