additional information. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart 12.6
of the FAR, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation,
proposals are being requested and a written solicitation will not be
issued. The solicitation number is MS-96-R-1001 and this solicitation
is hereby issued as is a Request For Proposals (RFP). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-39. This procurement is being
advertised as full and open competition. The contract period of
performance is as follows: Base year: date of award through 09/30/97,
Option Period One: 10/1/97 - 9/30/98, Option Period Two: 10/01/98 -
09/30/99, Option Period Three: 10/01/99 - 09/30/00, and Option Period
Four: 10/01/00 - 9/30/01. The total duration of this contract,
including options under this contract, shall not extend beyond
September 30, 2001. If any option period is not exercised then the
subsequent option periods lapse. The award under this procurement shall
be an indefinite delivery/indefinite quantity, firm-fixed price
contract. A) Schedule: The United States Marshals Service (USMS)
requires hand-held, Digital Encryption Standards (DES) convertable, two
way broad band, programmable per channel, wide or narrow spacing,
multi-channel radios with a built-in frequency programming capability
and programmable from a IBM compatible computer. The contract line
items for the radio kits are 0001 Kit, radio w/key pad (VHF), 0002 Kit,
radio w/o keypad (VHF), 0003 Kit, radio w/key pad (UHF) and 0004 Kit,
radio w/o key pad (UHF). The estimated maximum quantities for line
items 0001- 0004 are as follows: Base Year CLIN 0001 - 75 units, CLIN
0002 - 400 units, CLIN 0003 - 10 units, and CLIN 0004 - 50 units,
Option Years 1 and 2: CLIN 0001 - 20 units, CLIN 0002 - 150 units, CLIN
0003 - 5 units, and CLIN 0004 - 25 units, Option Year 3: CLIN 0001 - 20
units, CLIN 0002 - 50 units, CLIN 0003 - 5 units, and CLIN 0004 - 25
units, and Option Year 4: CLIN 0001 - 20 units, CLIN 0002 - 25 units,
CLIN 0003 - 5 units, and CLIN 0004 - 25 units. The accessories contract
line items are CLIN 0005 - Battery Charger (Single Unit), CLIN 0006 -
Battery Charger (Multi-Unit), CLIN 0007 - Carrying Case, CLIN 0008 -
Belt Clip, CLIN 0009 - Earphone, detachable, CLIN 0010 - Antenna,
flexible, detachable, CLIN 0011 - Ni-Cad Batteries, and CLIN 0012 -
Radio Cloning and Programming Cable. The DES conversion line items are
CLIN 0013 - DES Key Variable Loader, and CLIN 0014 - Conversion to DES
capability. The estimated maximum quantities for contract line items
0005-0012 are as follows: CLIN 0005 - 5 units, CLIN 0006 - 5 units,
CLIN 0007 - 5 units, CLIN 0008 - 5 units, CLIN 0009 - 5 units, CLIN
0010 - 20 units, CLIN 0011 - 200 units, and CLIN 0012 - 25 units. These
quantities are the same for the base year and the four option periods.
The estimated maximum quantities for contract line items 0013-0014
are: Base Year and Option 1: 0013 - 5 units, 0014 - 5 units, Option 2:
CLIN 0013 - 50 units and CLIN 0014 - 500 units, and Option Years 3 and
4: CLIN 0013 - 10 units and CLIN 0014 - 200. The offered prices for
CLIN 0014 should include parts and labor. If quantity discounts are
available for any contract line item, the offeror should include the
quantity and discount with their proposal. B) Specifications: Radios
must be available in both UHF and VHF models. Radios must have a
minimum 24 MHZ VHF and 50 MHZ UHF operating frequency spectrum in both
transmit and receive, with no degradation. All radios purchased under
this contract must be able to be converted to Digital Encryption
Standards (DES) capability. The radio must be available in models with
and without complete on-the-unit key pad programming of frequencies.
A DES Key Variable Loader must be available for purchase when the
radios are converted to DES. The radio must have a radio-to-radio
frequency cloning capability. The radio must be available, at a
minimum, in a 14 channel model. The output levels at a minimum should
be 5 watt output for VHF and 4 watt output for UHF. A battery saver
(current consumption) feature is required. Battery Chargers (single and
multi-unit) should fully recharge within 90 minutes. The multi-unit
should be capable of recharging at a minimum four units at one time.
Ni-Cad batteries should be capable of providing power for a minimum of
eight hours. Radio Kits include one radio, two batteries, one battery
charger (single unit), nylon carrying case, metal belt clip, earphone
and antenna. The items included in the radio kit, excluding the radio,
will be listed as accessories in Schedule B of the contract. The
Government requires a minimum warranty of 2 years parts and labor. The
delivery locations are USMS Districts within the U.S. and its
territories and the USMS Warehouse, Door #2, 8730 Morrisette Drive,
Springfield, Virginia. The USMS requires that all deliveries be
accompanied with a shipping document. At a minimum the shipping
document shall cite the nomenclature, and serial number of the items
being delivered. The delivery date is no later than 30 days after the
issuance of the delivery order, unless otherwise stated on the delivery
order and mutually agreed upon by contractor and the contracting
officer. The Government's minimum guarantee for CLINS 0001-0004 is 55
radio kits for the base year and 15 radio kits for each option period.
The maximum quantity of radios ordered during any contract performance
period shall not exceed 1000. C) Clauses: FAR Clause 52.212-1,
''Instruction to Offerors-Commercial Items,'' is hereby incorporated by
reference. The following is a addenda for FAR clause 52.212-1: At
paragraph (c), ''period of Acceptance of Offers'', the amount of time
a offeror must hold its prices firm is hereby changed. A offeror must
hold its offer price firm for 90 calendar days from the date specified
for receipt of offers. FAR 52.212-2, ''Evaluation-Commercial Items'',
is hereby incorporated by reference. The following are the criteria
for evaluation of offers under FAR Clause 52.212-2: Technical Approach
in meeting and/or exceeding all points of specifications (30 points).
Offerors may be requested to submit samples of their product for
testing purposes, Past Performance (30 points), the offeror is
requested to submit at least two references of recent and relevant
contract (Federal, State, or Local Governments and Commercial Sources)
of same or similar items and other references (including contract
numbers, points of contact, with telephone numbers and any other
relevant information), and Price (40 points), price evaluation will be
based on the estimated total price for individual contract line items.
The offeror should include a completed copy of the provision at FAR
clause 52.212-3, ''Offeror Representations and
Certifications-Commercial Items'' with its offer. FAR Clause 52.212-4,
''Contract Terms and Conditions-Commercial Items'', is hereby
incorporated by reference. The following is an addenda for FAR

task order, and the Contractor is encouraged to propose independently,
technology refreshments to the equipment listed in this contract.
Proposals should include alternate equipment which meet the following
characteristics: (1) Meets at a minimum all of the mandatory
requirements of the specification, (2) Is functionally equivalent or
superior to the current equipment under the contract, (3) Will maintain
or improve successful performance of the equipment, (4) Will facilitate
or maintain ease of maintenance or ease of use, (5) Will be supportable
for the life of the contract, (6) Has been successfully utilized in
actual performance in accordance with the commercial availability
requirements of the contract, (7) Will be provided at a cost per unit
of value (i.e. price/performance) to the Government equal to or less
than the equipment currently under contract, and (8) Will be priced at
a fair and reasonable price, when compared with same or similar
commercial items, in effect at the time of the submission of the
technology refreshment proposal. D) DUE DATE: The date and time for
receipt of proposals is September 27, 1996, 3:30 pm Eastern Standard
