66 -- HIGH SPPED TRANSCRANIAL MAGNETIC STIMULATOR SOL 689-133-96 DUE 092496 POC Mark Phillips, 203-937-3086 This is a combined Synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in the notice. This notice constitutes the only solicitation: Proposals are being requested and ''Written Solicitation'' will not be issued. Solicitation 689-133-96 is issued as a request for proposal and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 40. Supply F.O.B. destination Rapid Rate Transcranial Magnetic Stimulation (mTMS) Equipment to the VA Connecticut Healthcare System, West Haven and Newington Campuses. Equipment shall be brand name or equal to the following equipment supplied by Cadwell Lab, Inc., 909 North Kellogg St., Kennewick, WA 99336-7688. A Cadwell High Speed Magnetic Stimulator (CHSMS) with water cooled coil and flash stim controller. Electrical requirement is 220V. The CHSMS is a research tool which delivers trains of large-amplitude, rapidly changing, magnetic fields sufficient to depolarize cortical neurons. The CHSMS consists of a high power, high voltage power supply; a high voltage, high current switching element; power storage capacitors; coil; trigger circuitry; and overvoltage and overtemperature sensors. The equipment shall have constant water cooling capacity to allow for extended use. Standard Industrial Classification Code (SIC) #3826, Analytical Instruments shall apply to this procurement. The following factors in priority of relative importance shall be used to evaluate offers: (1) Technical, (2) Past Performance, (3) Price.
