Division, Newport plans to award a sole source contract to Spectrum
Signal Processing of Westboro, MA for the following equipment. All are
a quantity of four (4) each: (1) QPC40S1-50 Carrier Board (P/N
600-02116) (2) 32 KB Dpram Option (P/N 202-00522) (3) 50 Mhz C40 w/12
MB Edram (P/N 600-02138) (4) Dual 50 Mhz C44 w/8MB Sram (P/N 600-02018)
(5) 50 Mhz C44 w/8 MB OWS Sram (P/N 600-02016) (6) Daughter Module
Carrier Board (P/N 600-01450) (7) Dual 50 Mhz Delta Sigma Analog I/O
(P/N 600-01164) (8) Dual 200 Khz High Speed Analog I/O (P/N 600-01434).
Equipment shall be delivered to the Naval Undersea Warfare Center
Detachment, New London, CT. The Government intends to solicit a
quotation from Spectrum Signal Processing via written RFQ N66604-96-
Q-H897 and to award a contract via Simplified Acquisition Procedures on
or before 30 September 1996. Quotations will be due in this office no
later than 27 September 1996. The reason why other than Full and Open
Competition procedures are being used is that this equipment is
replacing DSP system components that are being removed from the fleet.
The replacement equipment must be identical in form, fit and function
so that they will operate with existing equipment. Spectrum Signal
Processing is the original manufacturer of the DSP system in place and
all DSP components are linked within the DSP system by means of an
on-board intranet called DSP-Link, which is proprietary to Spectrum
Signal Processing. The Spectrum DSP system has also been designed to
operate utilizing the SPOX language operating system. All sources that
believe they have the capability to meet the Government's requirement
may submit a proposal which will be considered by NUWCDIVNPT. Requests
