The U.S. Customs Service intends to award a sole-source purchase order to DynCorp., Fairfax, Virginia for preliminary analysis, planning and development of Lotus Notes for the Invoice Processing System (IPS) and related financial business process. The requirements include providing technical support in planning sessions, conduct briefings, provide product demonstrations, develop system architecture and develop interface design documents in support of invoice processing and related applications. DynCorp. is currently under contract on the Treasury Communication System (TCS) which is being designed to include a Notes infrastructure. Knowledge of this infrastructure is an integral component in completing the task. Because DynCorp. has already developed an invoice processing system and based on their extensive knowledge and familiarity with the Notes infrastructure, they are uniquely qualified to perform these requirements. The authority to use other than full and open competition is 41 USC 253(c)(1) as implemented by the Federal Acquisition Regulation 6.302-1. See Note 22. Interested parties are advised that no solicitation document is available for this acquisition. Interested parties may identify their interest and capabilities to respond to this requirement or to submit a written technical and cost proposal. This Notice of Intent is not a request for competitive proposals, however, all proposals received within 15 calendar days after the date of publication of this synopsis will be considered by the Government.
