In reference to CBD announcement of Navy Advanced Technology Demonstrations (ATDs) (ONR 96-021), dated 04 September 1996, the Office of Naval Research wishes to delete the following language from the Broad Agency Announcement: ''All proposals should be accompanied by a completed certification package which can be accessed on the ONR Home Page at http://www.onr.navy.mil (see ''Grant/Funding and then ''How to Submit a Proposal''). For grant proposals (normally submitted by universities) the certification package is entitled ''Certification document''. For contract proposals (normally submitted by commercial and non-profit contractors) the certification package is entitled ''Representations and Certifications''. ''For awards made as contracts, evaluation of the socio-economic merits of the proposal shall include the extent of commitment in providing meaningful subcontracting opportunities for small business, small disadvantaged business, women-owned business concerns, historically black colleges, universities and minority institutions.''.
