C -- A-E SERVICES ARE REQUIRED FOR (2) INDEFINITE DEL-TYPE A-E (MULTI-DISCIPLINE) CONTRACTS FOR THE BALTO DISTRICT THAT MAY BE USED BY OTHER FEDERAL AGENCIES SOL DACA31-96-R-0087 POC Susan Sonenthal, 410-962-7646 1. CONTRACT INFORMATION: The contracts will each be for a 12-month period and will contain an option to extend for up to two additional periods. The contract amount for the base period and any option period will not exceed $1,000,000 each. Individual task orders shall not exceed the annual contract amount. When multiple contracts for multi disciplinary services exist, task orders will be assigned based on the AE's workload, geographic area, specialized experience and project requirements. The concentration of work will be for the Baltimore District but may be used throughout the United States. 2. PROJECT INFORMATION: Work may consist of preparation of reports, and for design and master planning requirements activities, studies, design criteria, contract drawings and specifications, etc. Work may be for alterations, maintenance, report or minor construction. The firm selected must have architectural and engineering services either through in-house staff or through the use of consultants. The staff must be capable of responding to multiple work orders concurrently and will include registered or certified: architects, interior designers, planners, civil, electrical, mechanical (including plumbing), fire protection, sanitary, structural, and geotechnical engineers, surveyors, cost estimators, and at least one certified industrial hygienist. In addition to routine designs including contract documents, the contractor will provide evidence in the following: special preparation of project documents such as DD From 1391 (Military Construction Project Data) in accordance with Army Regulation 415-1, preparation of Applicable Defense Logistics Agency manuals and Project development brochures (PDBS) in accordance with Technical Manual 5-800-3; preparation of economic analyses for projects; providing asbestos and lead paint PCB and/or CFC design services such as surveying, testing, abatement, design, contract specifications, cost estimates, preparation of construction procedures, and provide design services for storm water management, sediment and erosion control, and National Pollutant discharge elimination System (NPDES) permitting (including obtaining all necessary state permits, etc.) The contractor must also have the capability to provide vertical transportation design (elevators, escalators, etc.) and be able to accomplish elevator/inspection and, escalator certification services. The final design products shall be provided in the following format: Products are not required to be performed using a specific CADD system; however, the AE will be required to provide any digitized and/or translation serves necessary to deliver the final design products in the desired CADD format). SUBCONTRACTING PLAN REQUIREMENTS: If the selected firm is a large business concern, a subcontracting plan with the final fee proposal will be required, consistent with Section 806 (b) of PL 100-180, 95-507, and 99- 661. A minimum of 25% of the total planned subcontracting dollars shall be placed with small business concerns. At least 5% of total planned subcontracting dollars shall be placed with small disadvantaged businesses, including Historically Black College and University or Minority Institutions, and 5% with women-owned small businesses. The plan is not required with this submittal. 3. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. (Note 24 is written in detail in any Monday issue of the CBD). Interested firms having the capabilities to perform this work must submit: SF 255 & SF 254 for the prime and joint venture(s) and SF 254 for all the consultants of the proposed team. In SF 255, block 3b, provide the ACASS number for the prime firm. In SF 255, Block 6, provide the ACASS numbers for each consultant, (if available). Submit responses within 30 days from the date of this announcement, including date of publication, to US Army Corps of Engineers, City Crescent Building, 10 South Howard St., Room 7000, Baltimore, MD 21201. Solicitation packages are provided only to the selected firm after selection approval. Results of selection will be mailed to non-selected firms approximately 70 days after closing of this announcement. Short listed firms will be interviewed by telephone.
