Specialist, (401) 841-2544. This acquisition is unrestricted. The SIC
code is 8711 and the size standard is $2,500,000. Architectural and
Engineering services are required for the preparation of plans,
specifications, cost estimates, and occasionally surveys and/or
repairs. Each project may cover a broad range of disciplines including
architectural, mechanical, electrical, structural, civil, and
environmental. Associated work may include the preparation of
''as-built'' drawings, checking of shop drawings, approval of
submittals, and consultation during construction. A/E firms responding
to the announcement will be evaluated on the below requirements based
upon the following criteria in relative order of importance. a)
Professional experience of the firm in conducting building renovation
and construction b) Professional qualifications of staff to be assigned
to this project c) Multi-disciplined engineering capability d)
Innovative design capability e) Adequacy and qualification of
sub-contractors and consultants f) Contract document quality assurance
and interdisciplinary coordination g) Cost control effectiveness h)
Location of the firm in the general geographical area of the project,
provided there is an appropriate number of qualified firms therein for
consideration i) Past experience, if any, of the firm with respect to
performance on Department of Defense contracts j) Present workload k)
Volume of work previously awarded to the firm by the Department of
Defense l) Computer aided design and drafting capabilities in a format
that is compatible with NUWC AUTOCAD Rev 12 or 13 System m) The firm
selected must be capable of working on small projects consisting of
conceptual studies, architectural projects, office layouts, equipment
layouts, office renovation, laboratory renovations, warehouse space,
storage space, staging areas and construction projects n) The firms
selected must be capable of desinging and working on small as well as
large projects. The A/E shall have quick response, immediate action
capability on any design, construction and submittal questions.
Engineering firms which meet requirements described in this
announcement are invited to submit a completed Standard Form 254
Architect-Engineer and Related Service Questionnaire and Standard Form
255, Architect-Engineer and Related Service Questionnaire For Specific
Project to ROICC, NAVFAC Contracts, NETC, Building 1, Simonpietri Dr.,
Newport, RI 02841-1712. Firms Responding to this Announcement By 7
October 1996 will be considered. This is an Indefinite Delivery A/E
contract for the period of twelve months and including an option for an
additional one year extension. The Government reserves the right to
exercise the option for this contract. A minimum fee of $5,000.00 is
guaranteed under the basic contract, and a minimum fee of $5,000.00 is
guaranteed under the option contract. Subject to necessary changes,
the total A/E fee that may be paid under this contract will not exceed
$200,000 for the basic contract and will not exceed $200,000 for the
