226. A. CONTRACT INFORMATION: Engineering, Architecture, construction
inspection, and related professional services. There will be one
contract awarded from the solicitation consisting of a one-year base
period from date of contract award with options to renew for three
years. Services will be implemented through individual task orders,
with a contract amount of $1.25 million for a one-year period. This is
a total small business set aside. SIC code is 8712. To be classified
as a small business, a firm's average annual receipts or sales for the
preceding three fiscal years, must not exceed $2.5 million. B. PROJECT
INFORMATION: The projects include: architectural and engineering
design, estimating, and construction management and inspection services
for varied projects throughout the United States. Typical projects
consist of fisheries research facilities and laboratories (the Atlantic
Ocean Marine Laboratory and National Marine Fisheries Laboratory), new
and remodeled weather forecast offices, hurricane center (National
Hurricane Center), aircraft operations center, and support of Census
decennial facility projects, all of which include new construction,
repairs, and renovation. Design, construction inspection, utilities,
roads, paving, and site development work are included to varying
degrees. All work must be accomplished by or under the direct
supervision of licenced professional Engineers or Architects. It is a
requirement that the proposing firm and subconsultants have as a
minimum electronic mail service, for the purpose of accomplishing
contract progress reviews and coordination. C. SELECTION CRITERIA: See
para.D for general description of selection process. Selection
criteria in descending order of importance are as follows: 1. Past
performance of firm (25%) for Federal Government and other projects
that are similar to the work described above. Identify, for the last 10
projects, the project construction budget vs. final cost, number of
construction change orders and amount, project construction (if
applicable) and design scheduled completion vs. actual completion, and
past performance evaluations. Identify both a project client and end
user point of contact, with phone numbers. Referenced projects should
not be more than five years old. (SF 254, para. 10, 11, and SF 255,
para. 8, 9, 10, plus supplemental information) 2. Experience of firm
(s) key personnel (20%)in preparing studies/analysis, design projects
for laboratory and research facilities, multipurpose office facilities,
and facilities in hurricane environments. Firms should provide specific
information on key personnel for such projects. (SF 255, para. 7) 3.
Project manager's (20%) experience and qualifications to lead a
multi-discipline team. (SF 255, para. 7) 4. Capacity of the firm
(15%)to accomplish a multi-discipline, sophisticated design effort
within specific time limits. Number and types of disciplines on staff.
Access to videoconferencing facilities. (SF 254, para. 8, plus
supplemental) 5. Experience of firm. (15%)Experience and qualifications
of personnel proposed for assignment to the project, including skills
in architecture, engineering, estimating, coordination, construction
management, and inspection. Specific information requested for
laboratory and research facilities and buildings in hurricane
environments. (SF 254, para. 10, 11, and SF 255, para.'s 4, 7, 8, 9) 6.
Proximity (5%) to the Special Engineering Program Office in Kansas
City, Missouri. (SF 255, para. 10) D. SUBMITTAL REQUIREMENTS: To be
considered, interested firms must provide three submittal packages
consisting of an original SF 254(rev.11-92) and SF 255(rev.11-92) no
later than 4:30PM CST on the 30th day after the date of this
announcement. If the 30th day is a Saturday, Sunday, or Federal
Holiday, the deadline is 4:30PM CST of the next business day. Offeror
must provide adequate documentation in blocks 7g and 10 of SF 255 to
illustrate the extent of participation of groups in terms of the
percentage of the total anticipated contract effort. All responding
firms must also include a completed SF 254 for their major
subconsultants. Proposing firms are responsible for supplying
information concerning each evaluation factor. Three or more Short
Listed Firms will be invited to make a formal presentation to and be
interviewed by the A/E Selection Board. After interviews, firms
selected for negotiation shall be through an order of preference based
on demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required.
Negotiations shall be conducted beginning with the most preferred firm
in the final selection. In addition to addressing the selection
criteria above, all responsible sources should submit an SF 254,
Architect-Engineer and Related Services Questionnaire and SF 255,
Architect-Engineer and Related Services Questionnaire for Specific
Project which shall be considered by the agency. Solicitation packages
are not provided for A-E contracts. This is not a request for a
proposal. RFP No. 52WCNA706015RA shall be utilized to solicit a
