contract involves a wide range of engineering services for support of
System Test, Evaluation & Effectiveness of Battle Forces, Combat
Systems and Weapon Systems. Battle Forces are defined as a multi-ship
group of various ship classes utilized in all aspects of naval warfare.
As such interfaces/associated integrated systems such as Cooperative
Engagement Capabilities (CEC) are included as well as Wide Area Network
(WAN) communications, inter-service systems integration. Combat Systems
as used in this contract includes all shipboard equipment and systems
designed to detect, track, identify, communicate, process, evaluate and
control the engagement of enemy forces, either actively or passively.
The Combat System includes: Command and control, missiles, guns,
launchers, torpedoes, rockets, radars, sonar, electronic warfare,
communications, navigation, fire control and identification systems,
and their interfaces associated, computer programs, and related
off-board assets. The Combat System is the totality of the shipboard
systems installed to mechanize the Anti Air Warfare (AAW), Anti
Submarine Warfare (ASW), Anti Surface Warfare (ASU), Amphibious Warfare
(AMW) and Strike Warfare (STW) missions of ships. The classes of ships
covered under this contract are destroyers, cruisers, frigates,
auxiliaries, aircraft carriers, minesweepers as well as Coast Guard
ships (WMEC and WHEC Classes). The proposed contract will have a base
year of approximately 35,250 manhours with three option years
consisting of approximately 41,850 for option year one; approximately
43,350 for option year two and approximately 43,500 for option year
three. A Cost Plus Fixed Fee, Indefinite Delivery/Indefinite Quantity
contract is anticipated. Current U.S. SECRET and appropriate facility
clearance are required. The RFP will be available on or about 09
October 1996. Interested parties shall submit their request for the RFP

for submitting the proposals will be 30 calendar days after the
