WINDOWS NT AND MICROSOFT WORD FOR WINDOWS 95, Solicitation No. SSA-RFQ-
96-0868 due 092596. This is a combined synopsis/request for quotation
for commercial services prepared in accordance with the format in
Subpart 12.6 as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation,
quotations are being requested and a written RFQ will not be issued.
The RFQ and incorporated provisions are those in effect through Federal
Acquisition Circular 90-41. The Standard Industrial Classification
(SIC) Code is 8748. The Social Security Administration (SSA) has a
requirement for a contractor to provide technical assistance to the
Agency. The primary goal for this project is for the contractor to
provide SSA with consulting help to ensure that the Redesign Disability
System (RDS) is successfully ported from OS/2 and Wordperfect to
Microsoft Windows NT and Microsoft Word for Windows 95. The contractor
will work with SSA RDS developers to design an OLE Automation and
Microsoft Word solution. The contractor will use a Microsoft Solutions
Provider or equal to provide WordBasic knowledge transfer and to
perform the actual conversion of the 290 Wordperfect templates to
Microsoft Word for Windows 95. Additionally, the contractor will
provide knowledge transfer of tools and technologies to RDS developers.
The contractor will also provide general Microsoft Windows NT help to
the SSA's RDS team as needed. Deliverables: 1) The contractor will work
with SSA staff to migrate the RDS application to Microsoft Windows NT
and Microsoft Word for Windows 95. The deliverable is a fully
functional system with all 290 templates implemented and working
correctly in the Microsoft Windows NT and Microsoft Word for Windows 95
environment; 2) The contractor will provide knowledge transfer and
guidance to SSA staff on relevant Microsoft products and technology;
and 3) The contractor will deliver a bi-weekly status report that
includes recommendations, issues and estimated time to completion of
the port. SSA staff will be available to work with the contractor and
provide access to relevant data to facilitate timely completion by the
contractor. SSA staff will provide necessary hardware to support the
development of the proof of concept application. The contractor is to
provide pricing for the following: (i) Senior Consultant - 200 hours;
(ii) Managing Consultant - 20 hours; and (iii) Associate Consultant 240
hours. SSA will allot $500 for travel expenses. The rates (personal
vehicle mileage, etc.) at which the contractor will be reimbursed for
travel shall not exceed those allowed by Government Travel Regulations,
current as of the time travel occurs. The period of performance will be
from the date of issuance of the purchase order through January 31,
1997. The provision at FAR 52.212-1 Instructions to Offers-Commercial
Items applies to this simplified acquisition. The provision at 52-212-2
Evaluation -Commercial Items with the specific evaluation criteria to
be included in paragraph (a), (i) technical capability of the offeror
to meet the Government requirement, (ii) the technical experience of
the offeror to meet the Government requirement and (iii) price.
Technical qualifications are significantly more important than price.
Offerors are requested to submit specific information for each of the
evaluation criteria. Award will be made in accordance with FAR
13-106-1(b) Evaluation of quotes or offers. Offerors are to include a
completed copy of the provision at 52-212-3 Offeror Representation and
Certifications - Commercial Items with its quotation. The clause at
52.212-4 Commercial Terms and Conditions-Commercial Items applies to
this simplified acquisition. The clause at 52.215-5 Contract Terms and
Conditions Required to Implement Statutes or Executive Orders-
Commercial Items applies to this simplified acquisition and includes
the following FAR clauses: FAR 52.222-26 Equal Opportunity, FAR
52.222-36 Affirmative Action for Special Disabled and Vietnam Era
Veterans and FAR 52.222-36 Affirmative Action for Handicapped Workers.
