Involvement 202-708-3611. The U.S. Department of Housing and Urban
Development, Office of Public and Indian Housing (PIH), Tenant
Opportunities Program (TOP) is in the process of updating its program
requirement for the TOP. The TOP program is authorized by Section 20 of
the U.S. Housing of 1937, as amended. Financial assistance in the form
of Technical Assistance Grants (TAG) is provided each year to Resident
Councils (RCs), Resident Management Corporations (RMCs), Resident
Organizations (ROs) in Public and Indian Housing to enable these
residents organizations to receive technical assistance and training in
a variety of self-help initiatives. A Notice of Funding Availability
(NOFA) was published in the Federal Register on July 3, 1996,
announcing the availability of $15 million to resident organizations.
HUD will make available funds for RCs/RMCs/ROs to hire
consultants/trainers from a source list of registered
consultants/trainers. The source list, which will be maintained by HUD,
will assist resident organizations in completing TOP initiatives.
Consultants/trainers who wish to provide technical assistance and
training under the NOFA must be registered in the consultant/trainer
database. If you are interested in being listed in the database, you
should contact the Resident Initiatives Clearinghouse, P.O. Box 6424,
Rockville, MD 20850, or call the toll-free number at 1-800-955-2232 and
obtain a copy of the Consultant/Trainer Checklist, Form HUD 52371.

number at 1-800-877-8339. Once the checklist is completed, it should
be mailed to: Department of Housing and Urban Development, Office of

are encourged to familiarize themselves with the NOFA and other
policies, procedures and guidance governing the TOP program prior to
completing the Consultant/Trainer Checklist. A copy of the NOFA and TOP
Application Kit, which describes the TOP training initiatives, may be
obtained by either writing or calling the Resident Initiatives
Clearinghouse. All request must include your name, mailing (including
area code), and should reference document Federal Register
