A -- JOINT NATIONAL MISSILE DEFENSE PROGRAM, CONCEPT DEFINITION, DEVELOPMENT AND DEPLOYMENT SOL HQ0006-96-R-0016 POC POC: Peter Van Name, (703) 604-4235, CBD Reference Number: BMDO 96-31. The DOD has a requirement for a Lead Systems Integration (LSI) contractor (team) capable of deploying, if required, a ''3+3'' National Missile Defense (NMD) System. The Ballistic Missile Defense Organization (BMDO) has established an NMD Joint Program Office (JPO) to manage the ''3+3'' Program. The NMD ''3+3'' Program requires the development and demonstration of an NMD capability within three years or by FY99, which could be deployed in the following three years if so directed. The elements of an NMD System include: the Ground Based Radar (GBR), supplemental radars, Ground Based Interceptors (GBI), Battle Management Command, Control and Communications (BMC3) and space sensors (ie space based infra-red (SBIR)). Some NMD elements are currently under contract and being developed, GBR (US Army Contract), the Exo-Atmospheric Kill Vehicle (EKV) component of the GBI (two parallel US Army contracts), BMC3 (a BMDO contract), and SBIR (a USAF program). It is the intention of BMDO to competitively obtain a Lead System Integrator (LSI). This contractor (team) will become the primary focal point for all the elements as related to NMD and will be responsible for the FY99 system flight demonstration, and would deploy the National Missile Defense System should deployment be directed. The contracting activity for a LSI will begin mid-October 1996 with release of an RFP followed by the award of up to 3 firm fixed price concept definition contracts about February 1997. These contracts would be of approximately 6 months duration and would encompass: (1) the acquisition of in depth system element knowledge by the contractor (team), developing relationships with element contractors as necessary, (2) trade studies and analyses resulting in selection of an EKV and A-specs for booster approach alternatives, such as Minuteman and/or infrastructure supplied as government furnished equipment (different EKVs could be used for different approaches), (3) concepts for GBI integration, deployment planning, and continued development toward an objective system, (4) plans to conduct the system demonstration(s), (5) on-line interaction with the government to assist in the development of the complete statement of objectives, and (6) the development of a full approach for deployment including life cycle costs. The government will select the lead system integration contractor (team) including the preferred booster approach from proposals submitted near the end of the concept definition phase. The LSI contract is expected to be a cost type contract with a base period of approximately 30 months. It will also have option line items to allow deployment within 3 years, should the deployment decision be made, or continued development (capability enhancement) toward the objective system pending a deployment decision. In order to be eligible to be the prime contractor for the concept definition or lead system integrator, potential offerors must be U.S. firms with experience in integrating and fielding major weapon systems. A TS clearance is required for contract performance.
