On 8/30/96, a new ``working'' version of the Consolidated Space Operations Contract (CSOC) Request for Proposal (RFP) was issued on the Internet. This RFP can be accessed from the Space Operations Management Office (SOMO) Home Page at URL http://www.jsc.nasa.gov/somo. This version is a major change to both the RFP and the SOW and reflects a significant change in NASA philosophy as accountability for providing space operations services and associated information products will shift from NASA to the CSOC contractor. The objective is to provide all prospective offerors early insight into the contract content and to facilitate communication between industry and NASA. Your comments are therefore solicited on the RFP and the SOW. CSOC will be implemented in two phases. The Phase 1 contract will be awarded to multiple contractors who demonstrate in their proposal that they are candidates for the Phase 2 contract award, which is envisioned to be five years plus one five-year option. Phase 1 will consist of a 9-month period when the contractors will develop an Integrated Operations Architecture for the conduct of space operations. At the conclusion of Phase 1, Phase 2 proposals will be requested that reflect the contractors new Integrated Operations Architecture. One element in the evaluation of the Phase 2 proposals will be the implementation of the new Integrated Operations Architecture. A contract will be awarded for space operations services which includes implementation of the final version of the Integrated Operations Architecture. On 9/3/96, two minor changes to the Phase 1 SOW and Data Requirements Directive (DRD) were released in the Internet; a definition of Integrated Architecture was added to the SOW and the DRD content was restructured.
