S -- RADIOACTIVE WASTE DISPOSAL SOL 53SBNB6C9276 DUE 091696 POC Linda Shariati This is a modification to the Commerce Business Daily (CBD) announcement which was published on August 12, 1996 (page 15) for radioactive waste disposal and the modification which was published on August 28, 1996 (page 9). The original CBD was published as a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. The solicitation number is 53SBNB6C9276. The modification published on August 28, 1996 extended the date that responses are due. This modification is to identify questions which were received regarding this requirement and provide all interested parties with the questions and the responses. Question 1: For each individual article or disposal package, the following minimum information is desired - Present packaging type, methodology and specification. Answer 1: All packages shall be strong, tight containers, i.e.: Contractor's supplied Sealand container or equivalent. Shipments will be LSA, exclusive use. Question 2: For each individual article or disposal package, the following minimum information is desired - Individual radio-isotopes and activities per isotope (curie or SI units). Answer 2: Ferrous Metals: less than 0.1mCi, Co60. Non-ferrous Metals: less than 1 mCi, Co60, H3. Filters: less than 1 mCi, Co60, H3, Zn65, Ag110m. Asbestos: less than 0.1 microCi, Co60. Aqueous Liquids: 10 mCi, H3, Zn65, Ag110m, Co60. Oil: 0.1 mCi, H3, Zn65, Ag110m. Bead Resin: 10mCi, H3, Zn65, Ag110m. Question 3: For each individual article or disposal package, the following minimum information is desired - Weights, dimensions, special handling requirements for non-standard packages. Answer 3: Ferrous metals: pipe sections less than 1'D and less than 6'L; others are less than 3' x 4' x 5' overall and are hollow shells, average weight of 200 pounds per item. Non-Ferrous: pipe sections or small parts, each less than 80 pounds. Filters, Asbestos, Aqueous Liquids, Oil or Bead Resins are separately packaged in 55 gallon drums, all are greater than 200 pounds each. Question 4: For each individual article or disposal package, the following minimum information is desired - Dose Rates, on contact and at one meter (mrem/hr or equivalent SI units). Answer 4: Ferrous Metals: Average 0.2 mrem/hr; all less than 25. Non-ferrous Metals: Average less than 10 mrem/hr. contact. Filters: Average less than 30 mrem/hr. contact. Asbestos: background. Aqueous Liquids: Average less than 10 mrem/hr. contact. Oil: less than 0.1 mrem/hr. Bead Resin: less than 200 mrem/hr. Question 5: For each individual article or disposal package, the following minimum information is desired - Contamination levels (dpm/100 cm square) of packages and inner articles with high levels of contamination. Answer 5: The external, accessible surfaces of all items (bags, drums, pipes, etc.) is less than 300 dpm/100 cm sq. beta (no alpha). There are no inner articles with high levels of contamination. Question 6: For each individual article or disposal package, the following minimum information is desired - Physical description of contents (i.e. Lab Trash - paper, plastic, etc., Sealed or check sources, neutron or radiography devices, soil, debris, luminous dials, smoke detectors ..). Answer 6: As described in the combined synopsis/solicitation published in the CBD August 12, 1996. Question 7: For each individual article or disposal package, the following minimum information is desired - Additional description of potential hazards/characteristics (EPA listed/characteristic, lead, liquids, infectious, etiologic, biological, etc.) Answer 7: There are no EPA listed/characteristic materials, lead, infectious, etiologic, of biological material in any of the shipments. Question 8: For each individual article or disposal package, the following minimum information is desired - Waste Classification and Stability required per 10 CFR 61, Neuclear Regulatory Commission's Branch Technical Positions and applicable disposal site licenses and acceptance criteria. Answer 8: All are well within LLRW class A criteria for radioactivity. Liquids, e.i. oil and aqueous liquids must be stabilized or alternatively may be incinerated; they conform to incinerable criteria. Question 9: CLIN 0001 and CLIN 0002, Metal Types and sizes (dimensions W x L x T (guage), as applicable) and expected contamination - loose/fixed and isotope/activities. Answer 9: CLIN 0001 and CLIN 0002: Metal types are Carbon Steel & Stainless Steel, with max. thickness of 1/2 inch. See General Information, re: Ferrous Metals. Question 10: CLIN 0003, Size, construction, media filtered and condition (i.e. One each 24'' x 24'' x 12'' wood and paper HEPA air filter with 48 microcuries (uCi) of Cesium-137 or One each, drained, Cuno oil filter, model 456, for Mobile MultiLube (MSDS attached), 3''d x 6''l, Aluminum and paper construction, 15 uCi of Co-60, 28 uCi of Co-59, 10 uCi C0-58). Answer 10: CLIN 0003, Filters are dewatered, spun cotton fiber cartridges, 12''L x 3''D, or cloth bags 2'L x 6''D. Filters were used for aqueous systems only. All are consolidated in drums, and are to be compacted. Separate isotopics will be provided to contractor. See General Information, re: Filters. Question 11: CLIN 0005 and CLIN 0006, waste profile data and MSDS for liquids/oils. Answer 11: CLIN 0005 and CLIN 0006, Liquids/Oils will be certified by NIST as non-EPA/RCRA hazardous material. MSDS for Aqueous Liquids will be provided; they are non-toxic, inert, non-hazardous. Aqueous Liquids and Oils meet incinerable criteria. Question 12: CLIN 0007, Radioanalytical data required by the Barnwell Waste Management Facility (License/Acceptance Criteria) and resin type (Manufacturers data/MSDS) and use (reactor coolant, shield pool, etc.). Answer 12: CLIN 0007, separate isotopics will be provided for Bead Resins, see General Information. The resin beads are IRN-150, H-OH type, used in shield pool or Thermal Shield Systems (aqueous, non-reactor system). It is non-hazardous, MSDS will be provided. This modification extends the date responses are due. Responses are due by 3:00 pm local time on September 16, 1996. Offers or modifications to offers received at the address above after the exact time specified for receipt of offers will not be considered.
