Contracting Officer (202) 927-8820. The Bureau of Alcohol, Tobacco and
Firearms (ATF) intends to purchase a commercial off-the-shelf (COTS),
360 Degree Survey to evaluate/assess 552 ATF managers. This
procurement is a total small business set-aside and will follow both
commercial and simplified acquisition procedures. Characteristics the
survey should possess: (1) ability to measure skills/behaviors in
accordance with ATF's Guiding Principles of (A) Upholds the highest
standards of integrity, professionalism and ethics, (B) Promotes
teamwork and organizational unity, (C) Strives for excellence and value
in the services we provide, (D) Expects all employees to maintain
respect for each other and those we serve, (E) Ensures fair and equal
treatment in all hiring and personnel decisions, (F) Encourages open
communication and constructive feedback, (G) Fosters creativity,
innovation, and professional development, (H) Provides quality customer
service and promotes strong external partnerships, (I) Strives for a
quality work environment that supports a balanced personal and
professional life and (J) Actively recruits, values, and retains a
talented, diverse work force; (2) clear, concise, and complete
instructions and questions/statements for managerial assessment; (3)
short as one person may be requested to fill out multiple several
surveys; (4) easy to administer, with no facilitator required to
explain the process; and (5) results sent directly to vendor for
analysis and assessment. Bases of award are price, past performance and
technical capability. Offerors must submit a written response to this
Request for Quotation (RFQ) that demonstrates (1) technical
capabilities: skills/behaviors to be measured should encompass ATF
Guiding Principles; contains less than 50 questions/statements; direct
submission of surveys for analysis so no ATF administrator is needed;
(2) past performance: provide evidence of experience with Federal law
enforcement agencies, other Federal agencies, and/or state and local
law enforcement agencies; and (3) price. Along with this information
the offeror must submit a copy of the instrument/survey and
instructions; a sample typical feedback/results report and any other
documentation normally provided to participants. All interested parties
must have response submitted by 2:00pm ET on September 25, 1996. NO
