synopsis/solicitation. This combined synopsis/solicitation for
commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) Subpart 12.6, as supplemented with
additional information, is included in this notice. This announcement
constitutes the solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation number
RFP-7031, is issued as a request for propsals and incorporated
provisions and clauses are those in effect thorough Federal Acquisition
Circular (FAC) 90-38. The Standard Industrial Classification Code is
3861, with a small business standard of 500 employees. Shipping is
FOB-Destination to Washington, D.C. The Government will award a
contract resulting from this solicitation to the responsive,
responsible offeror whose offer meets the minimum requirements of the
soicitation and is most advantageous to the Government, price and other
related factors considered. The Contract Line Item Number (CLIN) is as
follows: CLIN 0001 - Digital Photographic Enlarger. The Government's
minimum requirements are as follows: 1) produce a maximum print size 40
x 50 inches; 2) use conventional RA-4 processed photographic paper
(i.e. Kodak PX2933 or equivalent); 3) have roll feed and take up of
paper for unattended multiple print operation; 4) have queuing
capability of image files for unattended production of images; 5)
accept industry standard core/rolls of paper up to 275 feetlong; 6) use
seperate laser sources for the modulation of red, green, and blue (RGB)
compenents of the image; 7) must operate in standard room lighting, yet
may require darkness for loading/unloading paper; 8) must allow
''tiling'' of multiple small prints (not necessarily of same image)
onto larger paper size in order to conserve paper; 9) must produce a
minimum of 12-bit color for photo realistic reproduction; 10) must
provide default color look-up tables (LUT's) for PCD, Tiff and Targa
image files; 11) must contain 3-D color LUT's that are user accessible,
allowing customization; 12) paper must be held motionless for precision
resolution; 13) power consumption must not exceed 208 volt, 60 amp,
single phase service; 14) physical size of unit must not exceed 100
inches long by 100 inches wide by 60 inches high; 15) must print a 30
x 40 inch image in 3 to 5 minutes at RES 12, regardless of image
complexity; 16) must operate in 72 degrees fahrenheit (+/- 10 degrees)
and 50% relative humidity (+/- 10%) enviroment; and 17) must be of
modular construction to facilitate service and replacement of
components. The following FAR clauses/provisions are applicable to this
acquisition: (a) 52.212-1 Instructions to Offerors - Commercial, (b)
52.212-2 Evaluation - Commercial Items, where the price, technical
capability, and past performance of offered items shall be used to
evaluate the offer, (c) 52.212-3 Offeror Representations and
Certifications - Commercial Items and offeror is hereby advised to
include a completed copy of this provision with the offer, (d) 52.212-4
Contract Terms and Conditions - Commercial Items, and (e) 52.212-5
Contract terms and Conditions Required to Implement Statutes or
Executive Orders - Commercial Items. Additional clauses cited in
52.212-5 (b) applicable to this acquisition: 52.203-6, Restrictions on
Subcontractor Sales to the Governmet, with Alt. I; 52.225-3, Buy
American Act - Supplies; 52.225-9, Buy American Act-Trade Agreements
Act - Balance of Payments Program; 52.225-21, Buy American Act-North
American Free Trade Agreements Implementation Act. The offeror shall
include with its submission specifications and any other information
deemed necessary for the Government to determine the offeror's
compliance with the mandatory requirements stated above. The offeror
should include in its proposal a list of three prior customers with a
point of contact and telephone number to evaluate past performance. The
offeror should complete and include in its proposals a Standard Form
