intends to award a sole source purchase order to Alliant TechSystems,
1911 North Fort Myer Drive, Arlington, Virginia, to provide twenty (20)
SECURES sensor units. These units will be tested and evaluated for
their capability of identifying, discriminating and reporting gunfire
to a police 911 dispatcher within seconds. The National Institute of
Justice (NIJ) is evaluating the benefits of using sensors to detect
gunshots in selected high-crime areas, and the purchase of the twenty
additional units will allow NIJ to evaluate an additional 20 square
blocks of selected crime areas. This purchase order will be negotiated
under the authority of 41 U.S.C. 252(c)(1) -- Only One Responsible
Source with Unique Capabilities. This purchase order supplements an
existing contract between Alliant TechSystems and another Government
Agency for 70 prototype sensor units. As a result, these sensors must
have the same performance characteristics as the initial 70 prototype
sensor units and must be built to Alliant TechSystems specifications.
