A -- FEASABILITY STUDY TO USE PATENTED METAMORPHOSIS ALGORITHM TECHNOLOGY FOR RADAR IMAGE ANALYSIS SOL DMA100-96-R-5192 DUE 092596 POC Contract Specialist, Tom Anslow, Contracting Officer, Robert Ferguson (301)-227-4244, FAX (301) 227-2218 Based on an unsolicited proposal, the Defense Mapping Agency (DMA) intends to award a sole source contract to BioComputer Research Inc. (BCR), of Trion Georgia, to determine the feasibility of applying BCR developed image analysis technology for medical sonograms, to the analysis of radar images. The proposed feasibility study will apply BCR's patented image metamorphosis algorithms to radar images to evaluate the feasibility of automatically identifying features of interest contained in the images. Automatic image dissection and feature extraction will require development of a knowledge base that characterizes features and properties to be identified, and training a neural net filter to find those features in the image scenes, according to the patented BCR process. Authority for sole source procurement is 10 USC 2304(c)(1) and FAR 6.302-1. This is a synopsis of intent to negotiate a sole source contract with BCR and no solicitation shall be issued. All responsible sources, responding in writing to this notice within fifteen days, will be given consideration, provided they supply clear and convincing evidence detailing their capabilities to fulfill the proposed effort.
