CONTRACT INFORMATION: A-E services are required for the preparation of
Plans and Specifications for construction and for Engineering and
Design (E & D) during construction of the following work: Oleander St.
Drainage Pumping Station, Oleander St. Covered Canal Improvements and
Dublin St. Covered Canal Improvements, New Orleans, Louisiana. Work
consists of designing a drainage pumping station of approximately 250
cfs capacity, covered reinforced concrete box culverts along Oleander
St., from Livingston St. to Dublin St. (approx. 4,700 feet long),
covered reinforced concrete box culverts along Dublin St., from Belfast
St. to the Palmetto Canal (approx. 3,800 feet long), roadway pavement,
utility relocations, all other incidental work required for
constructing the drainage pumping station and the covered box culverts,
and E & D during construction. The Oleander St. Pumping Station and
Oleander St. Covered Canal Improvements will be prepared as one
construction contract. The Dublin St. Covered Canal Improvements will
be prepared as a separate construction contract. This fixed-price
contract is between $1 million and $2 million. The construction cost is
estimated between $15 million and $25 million. 2. PROJECT INFORMATION:
The Architect-Engineer shall furnish all services, materials,
supplies, plant, labor, equipment, studies, investigations (including
soil borings, geotechnical designs and surveys), supervision, and
travel as required to prepare the plans and specifications (including
construction cost estimates), and the E & D during construction for the
work described above. The construction plans shall be prepared
utilizing CADD programs fully compatible with the Intergraph/Bentley
MiscroStation CADD software (version 4.0 or higher). 3. SELECTION
CRITERIA: See Note 24 for general selection process. The selection
criteria are listed below in order of precedence (first by major
criterion and then by sub-criterion). Criteria (a) - (e) are primary.
Criteria (f) - (h) are secondary and will be used only as
''tie-breakers'' among technically equal firms. (a) Specialized work
experience and technical competence of the firm and its key personnel
to perform the services listed above. (b) Capacity (personnel and
equipment) to submit the plans and specifications and execute the E &
D during construction within the following time frames after contract
award: prepare plans and specification - 15 to 18 months, provide
engineering and design during construction - approximately 2 years
after construction contract award. Provide the following minimum design
personnel to perform work: 2 civil engineers, 1 geotechnical engineer,
3 structural engineers, 1 electrical engineering, mechnical
engineering, cost engineering, surveying (one registered land surveyor
and surveyors experienced in using total station data collection
system), and CADD. (d) Firm's knowledge of the project area. (e) Past
performance on Department of Defense (DOD), Sewerage and Water Board of
New Orleans, and other similar contracts. (f) Location of the design
firm in the general geographic area of the project. (g) Extent of
participation of small business, including small disadvantaged
business, historically black colleges and universities, and minority
institutions on the proposed contract team as measured as a percentage
of the estimated effort. (h) Volume of DOD contract awards. 4.

requirements. Firms which meet the requirements described in this
announcement are invited to submit 6 copies of SF 254 and SF 255 (11/92
edition) for the prime contractor as well as all subcontractors and
consultants to the address below not later than the close of business
on the 30th day after the date of publication of this announcement. If
the 30th day is a Saturday, Sunday or a Federal holiday, the deadline
is the close of business of the next business day. Include the firm's
