Notice of intent to enter into a sole source contract with the Pacific State Marine Fisheries Commission (PSMFC). Contractor will provide logistical coordination for the training of observer trainers in Seattle, WA according to the Donut Hole Treaty. The training sessions represent over three years of negotiations between the United States, Russia, Japan, Korea, China, and Poland (the ''parties''). After three years of negotiations, the Parties entered into a Convention to implement regulatory processes in managing the fishery in the Donut Hole. PSMFC is the only fisheries organization recognized and accepted by all Parties to provide the observer training. This is a small purchase action. (0254)
