(NPOESS) SENSOR PAYLOAD PRE-SOLICITATION VISITS POC: Technical

William S. Trombetta, (310) 336-4460. The NPOESS Integrated Program
Office (IPO) is planning a series of pre-solicitation visits to
relevant instrument and associated technology developers and
manufacturers of weather and climate remote sensing satellite
instruments. These visits will be conducted between 9 Sep 96 and 15 Nov
96. The purpose of the visits is to gather information on industry's
technical experience and lessons learned in developing, designing,
fabricating and testing weather and climate instruments analogous to
the anticipated NPOESS payloads, and to assess the state-of-the-art for
related component technologies. Instruments of interest include
visible-infrared imagers and radiometers, low light-level sensors,
microwave imagers and sounders, infrared sounders, ozone mappers, ozone
profilers, solar irradiance detectors, and altimeters, and each
instrument's related critical component technology. During the NPOESS
team's visit to the contractor's facility, it is requested that the
contractor present briefings and tours of facilities on relevant and
related instrument programs to inform the Government team of: 1) the
contractor's and their subcontractor's historical and current
instrument development programs & instrument capabilities, 2) testing
capabilities for components and subsystems of instruments, algorithm,
and calibration and validation, 3) critical instrument component
technologies, 4) interfacing with spacecraft and relations with
spacecraft manufacturers, instrument hardware and assembly facilities,
personnel qualifications, 5) lessons learned from previous efforts, 6)
review cost data on previous & current programs, and 7) cost
drivers/risk areas. Upon acceptance of a visit by the Government, the
Government shall provide standard guidance for each contractor to
