ext. 320. This is a combined synopsis/solicitation for commercial
services prepared in accordance with the format in FAR Subpart 12.2, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. (ii) The
solicitation is issued as a Request for Quotation under solicitation
number 117-0514. (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-39. (iv) This solicitation is a 100% set-aside for small
business. SIC: 4959 Size Standard:5.0. (v) The quotes will be per pound
of the recyclable item. The following is the list of items, quantity,
and unit of issue. Cardboard 27 bales; mixed shredded paper 1 bale;
white shredded paper 2 bales; newspaper 1 bale; mixed plastic 1 bale;
glass 1 barrel; crushed aluminum cans 4 barrels; mixed metals 2 10cu.yd
dumpsters; and, mixed metals 3 30 cu.yd. open top containers. (vi,vii)
All the paper products will be in preformed bales approximately 54''x
48''x 42'' in size. The glass will be separated by white or dark
glass; in plastic barrels, weighing approximately 360 pounds each. The
crushed aluminum cans will be in plastic barrels, weighing
approximately 45 pounds each. The Contractor shall supply a 30 cu.yd.
open top container for the Institution (FCI) and a 10 cu.yd. dumpster
for the Detention Center (FDC) for the mixed metals. Both shall be at
no cost to the Government. The open top container will be located
inside the secured perimeter of the Institution. The container will be
picked-up before 6:00 a.m. on the Tuesday or Friday following our call
for pick-up. Due to security requirements, allow one-half hour for
entering and departing the Institution. A empty container will be
dropped at the time of pick-up. Fog/severe weather restrictions or
security breaches at the Institution may delay pick-up until the next
scheduled day. The Contractor shall provide a clean trailer, 8-1/2'x
8'x 40', with a pull-up door and secure locking latch on the door at no
cost to the Government. The Institution will call for pick-up when the
trailer is full. A empty trailer will be dropped off at the time of
pick-up. The trailer can be picked up during the hours of 7:00 a.m. -
2:30 p.m. Monday- Friday. Due to security requirements allow one-half
hour for entering and departing the Institution. The 10 cu.yd. Dumpster
will be located at the Federal Detention Center at no cost to the
Government. The Institution will call for pick-up. The Contractor will
pick-up the dumpster between the hours of 7:00 a.m. and 3:30 p.m. The
Contractor must accept and recycle all materials received. Under no
circumstances will the Government be held responsible for any
additional costs to the Contractor which may occur due to interruptions
in material pick-up. The Contractor will not be reimbursed for time
delays due to fog or security breaches. This solicitation and ensuing
contract is not transferrable to any person or interest not mentioned
in this solicitation. No interest hereunder may accrue through lien or
be transferred to a third party without the written approval of the
Contract Officer. (viii) 52.212-1, Instructions to Offeror-Commercial,
applies to this acquisition. (ix) Due to security requirements, award
will be made in the aggregate for all items. In order to qualify for
award, the bidder must submit pricing on all items. Award will be made
to the overall highest bid of all the items totaled. (x)52.212-3,
Offeror Representations and Certifications-Commercial Items, must be
submitted with the bid package or the bid will be considered
non-responsive. (xi)52.212-4, Contract Terms and Conditions-Commercial
