purpose of this announcement is to solicit names of firms or joint
ventures interested in submitting an offer on the following project.
The U.S. Army Corps of Engineers, on behalf of the Government of Egypt
(Egyptian Armament Authority (EAA), Egyptian Armament and Ammunition
Department (EAAD)), shall award a firm fixed-price contract for minor
construction, repairs, operational support, and maintenance at Depot
21, an Egyptian military installation. The estimated magnitude of the
project is between $500,000 and $1,000,000.00. PROJECT SCOPE: Work
consists of providing mechanical ventilation systems, generators,
electrical and sitework for Caves 8, 10, and 11. Included as an option
in the contract will be the following requirements: The contractor
shall provide forklifts and their spare parts. The work to be performed
is primarily mechanical and electrical renovation with minor
miscellaneous supporting construction and O&M training. The period of
performance will be one year. CONTRACT PROCEDURES: Both a technical
proposal and a price proposal will be required. Evaluation factors are
(a) price, (b) past performance, (c) experience in Egypt, and (d)
management and execution plan. Contractors will be limited to: (1) U.S.
construction firms; (2) joint ventures between U.S. firms, including at
least one U.S. construction firm; or (3) joint ventures between U.S.
firms and Egyptian firms, including at least one U.S. construction
firm. To be considered a U.S. construction firm, the firm must: Perform
construction as a significant part of its business; be incorporated and
have a corporate headquarters in the U.S.; have paid corporate
franchise and employment taxes in the U.S. for a minimum of two years
and shall have filed state and federal tax declarations for a minimum
of two corporate years; have paid any applicable taxes determined to be
due as a result of such filings; and employ U.S. citizens in key
management positions. To be considered an Egyptian firm, the firm must
have a minimum of fifty-one percent Egyptian ownership, and must be an
independently-owned firm. Firms which are partially or wholly owned or
otherwise affiliated with the Government of Egypt or its agencies are
ineligible. Performance guarantees will be required. Tentative date
for issuance of Request for Proposal (RFP) DACA78-97-R-0002 is 21
October 1996. Tentative date for receipt of proposals is 5 December
1996. Tentative award date is 24 January 1997. Interested suppliers and
contractors can inspect the plans and specifications at the address
indicated, or purchase them after the RFP is issued. If your firm is
