This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ)and the solicitation Number is F0561196T9209. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. The Standard Industrial Classification (SIC) code is 3531 and the Business Size Standard is 750 employees. The proposed contract listed here is 100% Small Business Set Aside. The commercial item to be quoted is a mobile asphalt recycler/reheater, Patchman 720, series trailer mounted maintenance system (manufactured by Norkot MFG CO, Bottineau ND 58318, (701) 288-3757) or equal. If quotation is submitted on an equal product, the manufacturers name, brand, model or part number and complete description with literature shall be submitted. This is a trailer mounted Asphalt maintenance system that recycles 4-12 tons per hour. The Recycler is hydraulically operated from an attached 30 hp engine. The asphalt is loaded through a chute with an auger that breaks up the asphalt and deposits it into the rotating drum. The asphalt is heated by a burner and hydraulically deposited on the rear plate of the machine as hot mix. The Recycler incorporates a Hydraulic plate compactor, Burner system, Heating and Mixing chamber, Power System, Frame and undercarriage and Hot Tacking Oil Tank. The burner system has a Liquid propane brass head burner with 12 volt electronic ignition, vapor or liquid; Adjustable regulator with pressure gauge; Stations for 2-100lb tanks (tanks not included); Low to the ground tank platforms; Large diameter dial type thermometer 100 degree through 900 degree; Ball type shut off valve hose and brass fittings; Heavy link chain with load binders for extra tank security; Hand held defrosting torch. Heating and mixing chamber has 43 cubic foot retort; Steel plate ''rolled rib'' construction, 2-1/2'' solid steel centering shaft; 3/4'' solid steel gauging rods; 8'' internal drum flights; greaseable triple seal ball bearings; 3'' fiberglass insulation with heavy gauge steel sheathing; 5/8'' steel bar drum struts, 1/4'' steel plate single piece drum end bulkheads. Power system has Full hydrostatic drum drive, reversible speed variable with bearing-in-head high torque motor; Heavy series roller chain and sprocket final drive; Twin cylinder cast iron industrial grade gas engine 30 horse power; Gear type hydraulic oil pump with a cast engine to pump integral mount; Two bank hydraulic valve, drum rotation, drum pitch, built in system relief; Tie rod type drum pitch adjusting cylinder with oversized piston; Hydraulic jack hammer with 25' hoses, couplers, and asphalt bits.
