No 513-257-3926. Wright-Patterson AFB OH has a need to replace a 200
ton chiller unit. Government will provide installation. Total capacity
shall be at least 200 tons. The unit shall be capable of low ambient
temperature operation, at least down to 0 degrees Fahrenheit. Capacity
control (based on leaving water temperature) shall employ at least 6
steps and permit partial load operation with ability to operate at a
minimum of 25% full capacity. Unit must utilize multiple compressors
with at leat 4 sperate compressor units and at least 2 separate
refrigerant circuits to protect against loss of total capacity. Must be
capable of starting with a maximum of 95 degree Fahrenheit entering
water termperature. Unit must employ at least 4 condenser fans. These
condenser fans shall employ variable speed motors controlled by an
electronic load sensing control device. Cooled water pressure drop
shall not be greather than 15 (ft water). The unit must be skid mounted
with lifting eyes and must be air cooled. Control shall be
microprocessor with a diagnostic display module and refrigerant
expansion device must be electronic. The unit must use semi-hermetic,
reciprocating compressors. Access panels for power and controls shall
be hinged. Dimension of the unit (footprint) shall not exceed 8'x 24'
and height shall not exceed 8' 10''. Water outlet and inlet must be on
the same side. Refrigerant used shall be R-22. Energy Efficiency Ratio
shall be no less than 9.1. Operating Voltage shall be 3 phase, 460
volts. this is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6. as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested, and a written solicitation will not be issued. This
solicitation no. F33601-96-R-0239 is a Request for Proposal (RFP). The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 36. The associated
Standard Industrial Code (SIC) for this procurement is 3585 and the
small business standard is 750 employees. Contract line item number
(CLIN) 0001 is one (1) each, 200 ton air cooled chiller with Motor
Master III. CLIN 0002 is one (1) each, complete operations and
maintenance manual to be delivered with equipment. This manual will
include schematics for all internal electronic components. CLIN 0003,
includes a two (2) year warranty for all parts and labor. The warranty
shall require the manufaturer to replace any refrigerant lost as a
result of equipment malfunction. CLIN 0004, the manufacturer shall
supply a technical representative to be present during start up to
ensure all systems are functioning. Delivery is required within 60 days
after contract award, FOB destination to Wright-Patterson AFB. The
following FAR provisions apply to this solicitation: 52.212-1,
Evaluation-Instructions to Offerors-Commercial. The offer must be held
open for 60 days; 52.212-2, Evaluation-Commercial Items. Evaluation
criteria to be included in paragraph (a) of provision 52.212-2 are as
follows: (I) technical capability of the item offered to meet the
Government Requirements. Provide information or brochures in order to
evaluate quote. (II) past performance. (III) price; in descending order
of importance. Technical and past performance, when combined, are
significantly more important than price. All offerors are to include
with their offers a completed copy of provision 52.212-3, Offeror
Representations and Certifications-Commercial Items (available upon
request). The following FAR clause applies to this acquisition;
