Contractor shall provide a Flash evaporator system and accessories, model FE-0105-USA001. The assessories render this system as a turn key operation. It is intended to award this contract to COVA Technologies, Inc., Blacksburg, VA on a sole source basis. COVA Technologies, Inc. is the only source which can provide this flash evaporator already tested for the BSTO composite thin films currently under investigation at the ARL-MD's CRB.
