The Marine Corps Systems Command (MARCORSYSCOM) is issuing this Sources Sought to investigate the commercial availability of combat tents. The combat tent is a two-man, three-season, double walled tent. The tent incorporates a vapor permeable tent body with waterproof rainfly. The shelter has a seamless, waterproof tub floor design, and vestibule area for gear storage. The shelter is free-standing, using collapsible aluminum poles and requires no special tools for erection and striking. The shelter shall have two doors (entrance/exit openings). The doors shall be minimum of 30 inches by 34 inches if rectangular, to allow the 95th percentile soldier to ingress and egress. The openings shall be provided with both a closable netting and waterproof door. A method shall be provided for holding the netting and waterproof doors in an open position. Floor area: 38 square feet (sq. ft.) minimum, 40 sq. ft. desired. Weight: (=8 pounds (lbs.) (tent with fly and poles), (=5 lbs. desired. Height: 45 inches minimum at Apex. Transport Packing Size: (=0.5 cubic ft., required, tent, components, repair parts and fly (approximately 7 inches in diameter by 22 inches long), (=0.4 cubic ft. desired. Vestibule area: 10 sq. ft. minimum covered space, 15 sq. ft. desired. Tent body: Free standing. Rainfly: Olive drab green with light black out coating required, reversible rainfly with Olive drab green and desert tan desired. Note: The rainfly is additionally required to be freestanding for independent use without the tent body, utilizing poles and stakes available with the combat tent. The vestibule is not required to be freestanding and can be staked out. The current acquisition objective for MARCORSYSCOM is approximately 65,265 tents. The contract strategy being contemplated is a best value award with a five year (base plus four option years) contract with an approximate maximum total quantity of 125,000 tents. The following information is requested: (1) Corporate experience summary (2) current product catalog/literature, (3) experience/engineering capability in tent manufacturing, (4) quality assurance system, (5) testing capabilities, (6) standard commercial agreements that describe the practices in producing, distributing, and supporting commercial items, i.e., terms for warranties, maintenance, packaging, and marking, (7) maximum production capacity, (8) business size, status, number of employees (9) cost estimates (10) production/manufacturing locations, and (11) past experience contracting with the Department of Defense. This information shall be used to determine if the combat tent is a commercial item suitable to meet the technical and functional characteristics stated above.
