A -- A - PROVIDE TECHNICAL ASSISTANCE AND EXPERTISE FOR THE INTEGRATED TRAINING AREA MANAGEMENT (ITAM) PROGRAM AND GEOGRAPHIC INFORMATION SYSTEM SUPPORT FOR FORT DIX, NJ. Adamson 217/373-7297 (Site Code DACA88) USACERL requires technical expertise and assistance for the ITAM Program and GIS Support at Fort Dix, NJ. This request for services is being conducted on an unrestricted basis using Simplified Acquisition Procedures and will result in award of a firm fixed-price purchase order. This effort is a follow-on to a previous contract effort for the following types of services: 1) entering into the Ft. Dix GIS system, via manual digitizing, scanning or other electronic means, maps from the Fort Dix Natural Resources Office. Data layers include: military, land use, habitat sensitivity, forestry management units, soils, geology, hunting and recreational areas; 2) Verify accuracy of data layers; update existing biotic data layers; 3) natural resources data analysis including spatial, spectral, and relational data for natural resources applications; 4) natural resources data collection using global positioning equipment; 5) provide relevant scale and resolution GIS generated hard copy maps and geospatial analysis. Data analysis and map output includes: environmental constraint overlays (training restrictions); areas of management concern; etc. The proposed procurement will be conducted on a sole-source basis based on a determination that the services require highly specialized expertise which the predecessor contractor has already acquired; and award using competitive procedures would result in substantial duplication of effort and cost which could not be recovered by the Government. The USACERL Contracts Office intends to negotiate directly with Dames & Moore based on the referenced determination that only Dames & Moore can provide the services. Request for Quotation (RFQ) number DACA88-96-Q-0376 will be issued on or about September 20, 1996 with a closing date on or about October 10, 1996.
