301-443-4104. The DHHS/PSC/Division of Acquisition Management knows
only of one source, The University of Rochester to provide two (2)
Health Services Researchers and the necessary materials, services, and
facilities to develop a data set, in the SAS language, for the purpose
of collaborative analyses and the development of a report concerning
the changing structure of nursing homes and the organizational factors
that influence nursing home outcomes and quality. The data set shall
include data from multiple sources, including Monroe County Long Term
Care, Inc. and the University of Rochester (MCLTC--UR) survey of New
York nursing homes linked with the New York State Patient Review
Instrument (PRI) and New York State Mortality Data. Using the linked
data, the Contractor shall provide a report to the Agency which shall
include three (3) topics: 1) the characteristics of nursing homes that
are engaged in managed care contracts and provision of subacute care;
2) the relationship between facility characteristics and staff
intensity; and 3) the impact of physician and other professional
staffing on outcomes of residents. The estimated completion date for
this effort shall be 12 months from date of award. Award shall be made
using Simplified Acquisition Procedures in accordance with FAR
13.106-1(a)(4). No solicitation is available, therefore requests for
such documents will be considered invalid responses. Firms having the
ability to develop a data set and a report using all of the sources
stated above, shall provide clear and comprehensive information
supporting its claim, inclusive of references listing contact person(s)
and phone number(s); technical literature; and pricing. All timely
responses shall be considered, however a determination by the
Government not to compete this contract based upon responses to this
notice is solely within the discretion of the Government. Responses
should be addressed to the attention of Kelly Cook, referencing request
for quote number 96R400701. If no affirmative response is received
within 15 days of publication, the Government shall proceed with the
